In the past two weeks alone, Israeli authorities demolished or seized 12 Palestinian-owned structures in Area C of the occupied West Bank and in East Jerusalem, the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) said yesterday.
In its Protection of Civilians Report covering the period of 17 - 30 September 2019, UNOCHA said that one of the structures demolished was a protest tent, which was demolished on the grounds of a lack of Israeli-issued permits, displacing seven people.
The tent was erected in the Al Muntar area near Al 'Eizariya town in Jerusalem, in response to the installation of a new settlement outpost. Palestinians reported that the outpost is erected on their land, affecting access for around 300 people.
UNOCHA said all displacement incidents were recorded in East Jerusalem, where three residences were demolished in the neighborhoods of Beit Hanina, Silwan and At Tur. The remaining properties demolished included four livelihood structures, two houses under construction, a water cistern and a concrete fence in five Area C localities.
“A total of 439 structures have been demolished or seized so far in 2019 in the West Bank, an over 40 per cent increase compared with the equivalent period of 2018,” the report added.
Meanwhile during the same period, the report said, Israeli settlers carried out four attacks that resulted in the injury of three Palestinians and damage to olive trees; another 12 Palestinians were injured by Israeli forces in settler-related incidents.
“In two incidents, settlers stoned and injured five Palestinians, including a 14-year-old child, in the Israeli-controlled area of Hebron city (H2) and in Beitin village (Ramallah). In another two incidents in Nablus, residents reported that settlers stole their olives and vandalized 47 trees in As Sawiya village and sprayed slogans on houses and vandalized one vehicle, in Duma village,” UNOCHA continued.
A total of 12 Palestinians were injured by Israeli forces during clashes with Palestinians that erupted while Israeli settlers were visiting religious sites in the cities of Nablus and Halhul (Hebron). In addition, settlers verbally assaulted and intimated international volunteers accompanying Palestinian herders near Havat Ma'on settlement outpost (Hebron).
Citing safety reasons during the two weeks, the Israeli authorities installed a permanent barrier along a key road in southern Hebron, further impeding access of vulnerable herding communities. The barrier affects the movement some 800 Palestinians in four communities at risk of forcible transfer, due to their location in an area (Massafer Yatta) designated by Israel as a firing zone for military training, alongside other restrictive practices.
Israeli forces carried out a total of 191 search and arrest operations across the West Bank and arrested 167 Palestinians. The majority of the operations were in the Ramallah (58), Jerusalem (45), and Hebron (23) governorates.

The southern areas of Hebron are subjected to extensive settlement acts as the Israeli Occupation Authorities announced the seizure of about populated 1500 dunums located within the borders of the Dura Municipality, south of Hebron, planted with olive trees and almonds.
In 1987, a State Document was signed against the basin n. 8 of Dura land by Israeli military order, and on July 31st this year, the Israeli Authorities completed the inspection and amendment of the borders, knowing that part of these lands located in areas B, and owners have an Ottoman Tabu on that.
The old-new recently amended military order provides for the seizure of this lands adjacent to Beer-Sab’a St. which connects the eastern Dura countryside and the southern town of Dhahriya that belonging to Amr, Abu Sharar, Al-Khatib, Shaheen, Dodeen, Hreibat and others.
In Hebron, settlers set up 6 new outposts on Palestinian land in the area between the 2017-2019 years, hundreds of meters away from major settlements built since previous years.
Those outposts were erected on the eastern, western and southern sides of the Governorate, particularly on the lands of Dura, Bani Na’im, Yatta, As-Samu, Dahreiah and Sa’ir.
The Occupation Authorities have been practicing for 25 years since the massacre committed by Baruch Goldstein, the policy of harassing the Palestinians to force them leave their city under the security pretexts, and to replace them with settlers.
In Nablus, a new settlement plan was disclosed to seize more land in Naqora, Sebastia, and Burqa, north of Nablus, in order to expand the settlement of Shafi Shomron through diverting agricultural land adjacent to the settlement from basin n 12 to settlement, knowing that settlement outpost around Nablus witness an expansion of their structural plans at the expense of the lands of the citizens, as is the case with the lands surrounding the settlements of Yitzhar and Bracha, south of Nablus.
In Jerusalem, the alleged “temple organizations” are preparing to carry out a series of Judaizing programs and large-scale invasions of the Al-Aqsa Mosque, on the occasion of the festive season, and incite further breaking into to impose a de facto position there.
Those organizations have begun to intensify their calls and disseminate them via media and social networking sites affiliated to them, stressing the full coordination with the occupation police to facilitate such acts.
In the wild-Sawahri, Jerusalem, the Israeli occupation authorities demolished the sit-in-strike tent after the Israeli Army declared it a closed military area, and prevented residents from reaching it in order to seize these lands. In spite the fact that the lands threatened by confiscation are far away from the Palestinian communities, residents and owners say that they will rebuild the tent and continue their sit-in-strike.
During her speech before the Human Rights Council, Head of Contacts and Media at the Marsad Organization, Sillin Yashar, as well as many other European and international NGOs, including the Euro-Mediterranean Observatory expressed their concern about the large-scale demolition acts in the West Bank, particularly in the occupied Jerusalem, describing them as “terrifying”’, as the Israeli occupation authorities destroyed more than 59 homes in East Jerusalem during the first half of 2019, and 215 demolitions were counted in 2018, which led to the displacement of thousands of Palestinians in clear violation of International Law and Humanitarian International Law.
Worth mentioning that these organization have demanded the international community to conduct the necessary investigations to put an end to the occupation and it violations.

Addameer Association for Prisoner Support and Human Rights has affirmed that the health condition of Palestinian prisoner Samer al-Arabeed, 44, has seriously declined as a result of his exposure to physical torture by Israeli interrogators.
According to Addameer, Arabeed was transferred to hospital after he suffered multiple fractures and lost his consciousness during his exposure to severe torture at the hands of Israeli interrogators at the Maskubiya detention center in west Jerusalem.
Addameer has held the Israeli occupation authority fully responsible for the life of Arabeed and called for releasing him immediately in order for him to receive proper medical treatment.
The Israeli intelligence has accused Arabeed and other detainees of being involved in the bombing attack in Ein Bubin area, a spring in the wooded hills near the illegal settlement of Dolev, on August 23, 2019.
PCHR Holds Israel Responsible for Life of Prisoner Samer al-‘Arbid
Today morning, 29 September 2019, The Palestinian Prisoner Samer al-‘Arbid was referred to Hadassah Hospital in Jerusalem due to the serious deterioration of his health condition while being interrogated by the Israeli Security Agency (Shin Bet) in the Moscovia Prison in occupied Jerusalem. The Palestinian Center for Human Rights (PCHR) holds Israel fully responsible for the life of al-‘Arbid and calls upon the international community to pressurize Israel to end torture in its prisons and detention centers.
It should be noted that the Israeli authorities raided and searched the house of Samer Mina al-‘Arbid in Batn al-Hawa neighborhood in Ramallah on Wednesday, 25 September 2019.
He was arrested and then, according to the Israeli media and Shin Bet sources, taken to the Moscovia Prison, where he was interrogated on suspicions of carrying out the “Dolev” Settlement attack, west of Ramallah, which took place on 23 August and resulted in the killing of a female settler and injury of 2 other settlers.
Al-Arbid Family said that Samer was in a good health condition before being arrested, adding that the Israeli soldiers beat him during his arrest.
Israeli media stated that the person mainly accused of carrying out the attack was interrogated by the Shin Bet and then referred to hospital in a critical health condition. According to the media, Shin Bet was given legal permission to employ “extraordinary measures” in its interrogation of ‘Arbid.
Haaretz newspaper reported on its website this morning that the Shin Bet issued a statement saying that the investigator informed that ‘Arbid was not feeling well. And, in accordance with protocol, he was taken for medical checks and treatment at the hospital.
PCHR pointed out that Israel has many precedents, proving Israeli security’s involvement in torture against dozens of prisoners as part of an Israeli systematic policy and under legal cover. The latest of which was the death of Nassar Majed Taqatqah (31), from Bethlehem, while in solitary confinement in “Nitzan” Prison (al-Ramlah) on 19 June 2019, noting that he died during interrogation and only a month after his arrest.
PCHR stresses that torture is an unjustified international crime and considers combating it as an international obligation under the 1984 Convention Against Torture (CAT) and customary international law.
Article (2) of Cat stipulates that: “Each State Party shall take effective legislative, administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction.” The second paragraph of the same Article emphasizes that: “No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as a justification of torture.”
PCHR calls upon the international bodies to open immediate and impartial inquiry into suspicions that al-‘Arabid have been tortured during investigation, noting that he did not suffer any health problems before detention.
It should be noted that PCHR sent on 04 April 2019 a submission to the Special Rapporteur on the situation of human rights in the Palestinian Territory occupied since 1967 and to the Working Group on Arbitrary Detention. The submission was about the statements on 30 March 2019 by “Gelad Ardan”, the Israeli Interior Security Minister, threatening that there will be no negotiations with the Palestinian prisoners if they go on a hunger strike that was supposed to start on 07 April 2019.
