Oppressive Heatwave in Gaza amid Electricity Crisis

During the current heatwave, Gaza residents, who do not have electricity to cool themselves off, due to Israeli siege, are struggling to survive.

Sami, a medical intern in the Gaza Strip, is struggling to sleep, due to the heatwave, which is roasting the region, and where temperatures have been soaring to 37°C (98°F). The heat in his room is overpowering, and the mosquitoes do not help, either. But, due to the ongoing electricity crisis, he cannot cool himself off, or even plug in the device that wards off the biting insects.

“Sometimes, I go around flipping on different sides of my bed for an hour before I can fall asleep. It is humiliating,” Sami told an Israeli newspaper.

According to Days of Palestine, Gaza residents refer the reason for the devastating power crisis in the Gaza Strip to the strict Israeli-Egyptian and internationally backed siege, which turns basic goods, services and actions into luxuries. The normal strategies for cooling off in the summer heat — including showers, swimming, air conditioning and electric fans — have all but disappeared. Even drinking water is an increasingly rare commodity.

Electricity is only hours on

The average Gazan enjoys either four to six, or two to three hours of electricity per day. Residents have no idea when the power will come on. So, when it does, they have to drop what they are doing and rush to complete tasks that require electricity.

“When the power comes, for two to three hours, you run like a madman to manage to recharge everything, pump water, shower, sleep, work, get online, cool down and breathe, all in two hours,” said Ali, a 30-year-old journalist in Gaza. The power can come on in the middle of a workday, or late at night when everyone is sleeping.

During the current power crisis, Ali added, “cold water becomes a luxury, a wish, a dream, a desire. No power means no fridge, means no cold water.”
Khaled, a father of three and a humanitarian worker also complained about not being able to protect his family from the heat.

“My youngest child is 8-months-old. Last night, he could not sleep, so we just kept fanning him. We used a piece of paper to fan his face, and the minute we stopped, he would wake up,” he said. “My wife goes to do the household things at odd times. You find her up very early in the morning turning on the washing machine because the power just came on. Her sleep schedule is entirely off.”

Israel imposes collective punishment

The residents of Gaza have suffered electricity woes ever since the Israeli occupation placed its strict siege, after the Palestinian Islamist movement, Hamas, which won general elections, ended one and a half years of political and security chaos, and began controlling the coastal enclave in mid 2007.

Up until a few months ago, Gazans received power in eight-hour intervals — eight hours on and eight hours off. That was enough, they said, to sustain a semblance of normalcy and keep the Strip’s infrastructure running.

The current crisis began when Gaza’s only power station shut down in April, due to a lack of fuel. The Palestinian Authority (PA), which is run by Fateh leader Mahmoud Abbas, asked Israel to stop electricity supplies for Gaza.

The crisis deepened when the PA, which has been footing the bill for a portion of Gaza’s electricity that is provided by Israel, decided to cut the payments by 35 percent — part of a series of measures meant to force Gaza residents to revolt against Hamas.

People are sick

At the behest of the PA, Israel has been gradually reducing power to the Strip. As of Sunday, Israel has cut its supply to Gaza from 120 megawatts to 48.
Suhair Zakkout, who works for the Red Cross, said the crisis can “really make every single minute of life a struggle.”

She described a case of a boy suffering from asthma who has to be rushed to the hospital up to five times a day.

When he’s hooked up to the nebulizer that helps him breathe, his mother “can easily” handle his care at home, Zakkout said. But, without power, every time he has an attack, they have to head to the hospital.

She also highlighted the fact that Gaza’s children, who are on summer vacation, have little to do with themselves. The beach is the usual summertime gathering spot but, now, the authorities in Gaza have closed off large portions of it. Without electricity, the sewage treatment plants are not working properly, and raw waste is being pumped into the sea.

For three days, last week, Gaza celebrated the holiday of Eid al-Fitr, generally a time when families gather and exchange gifts. But, with elevators out of commission, the elderly and disabled were unable to visit with families who live in high-rise apartments, Zakkout said.

She compared the lack of the electricity to being sick. “You only realize how important the antibiotic is when you do not have it.”

Report: Netanyahu Vows to Continue Settlement Construction as Jerusalem Municipality Schemes to Judaize the City

Israeli PM Benjamin Netanyahu, in a most provocative way, recently visited the illegal Ariel settlement, and laid the foundation stone for new settlement units at the local university, asserting that Ariel will remain a main part of Israel, adding that building in it and other settlements of the Palestinian territories will continue.

The National Bureau for Defending Land and Resisting Settlements considered Netanyahu’s presence in Ariel, which was built on occupied Palestinian land, as a serious violation of international law and legitimacy, the Geneva Conventions and its resolutions, which have consistently affirmed the illegality of settlements, and requires the international community and all countries’ condemnation for that. The Bureau also demanded the international community to be clear with regard to the university and its graduates, and to boycott the university and its academic agenda, and not to recognize its certificates.

During a tour with Likud party members last week, Mayor of Occupied Jerusalem Municipality, Nir Barakat, announced that his municipality intended to build a new floor in Al-Buraq Courtyard and another under it, where thousands of settlers could easily reach. Last month, PNN reports, the Israeli government approved an additional budget for the construction and development work at Al-Buraq Courtyard, including plans to uncover ruins, improve transportation and expand educational activities for Jewish students. The plans are expected to be completed in coming years, and will be supervised by the Municipality and other Israeli ministries.  A budget of NIS 15,000,000 was approved for the air-train plan, which the municipality and the so-called Jerusalem Development Authority are trying to implement. The first phase includes the construction of two air-train stations, the first at Emek Rovaim Street, and the other near the Moroccan Gate.

While following-up on the massive settlement projects in Jerusalem, the occupation announced work on the eastern bypass road of Jerusalem, which is set to be opened in 10 months. Experts pointed out that the cost of the project is estimated at millions of shekels, and will be under the control of civil administration, the army and border police. The road extends 3.5 km, beginning at 437 st., near the Anatot Camp built on the Anata village’s land, and ends at road no. 1, opposite of Issawiya Junction, where passengers can turn right onto the French Hill or left to the Naomi Shemer Tunnel, and the Mount of Olives.

Meanwhile, the local council of the Efrat settlement violated the Organization and Building Law, in establishing a youth club called “Yad Yahai”, along with an illegal building on a private Palestinian plot.  According to the Land Law applied on the West Bank, the ownership of the land goes to those who cultivate it. Civil Administration confirmed that those buildings were illegally built, and orders were issued to stop the work on them, but the building continues, contrary to law and order. The buildings were established after 2012 and, in 2014, the club was inaugurated. The Giv’at Brigade Commander, Ofer Feinner, participated in the inauguration, along with the chairman of the Efrat Council, Oded Ravifi. Moreover, a public library, gardens and parking were established and funded by the Israeli Ministry of Housing, at the club that was also built on Palestinian land.

The National Bureau documented the following Israeli Occupation and Settler Violations during the last week:

Jerusalem:
  • Right-wing settlers belonging to “Lahaba Movement” attack 3 Palestinians in Jerusalem despite the presence of Israeli police.
  • Calls for settlers to participate in the mass invasions of the Al-Aqsa Mosque.
  • Closing the Al-Aqsa Mosque before worshipers, and scores of settlers stormed the Mosque led by the Israeli Police Commander in Jerusalem, Yurm Levy, with senior extremists and occupation officers, moreover, occupation forces prevented worshipers under the age of 40 from entering the mosque

Hebron:
  • Israeli forces stormed the Beit-Umar town and sieged the Prophet Matti Mosque. They broke the main door of the mosque with rabbis from the Israeli army. Two of them did the prayers in the shrine of the Prophet Matti and photographed all the mosque’s facilities.

Bethlehem:
  • The Israeli occupation forces ordered citizen, Issa Abdullah Hafi to demolish his house in the Beit-Jala town, west of Bethlehem, under the pretext of not being licensed.
  • A settler stabbed a citizen near the Beitar-Illit settlement.
  • Confiscation of all 100 solar panels that feed the Jib village, east of Bethlehem with electricity, under the pretext that it was installed without a permit, knowing that the village is being harassed by settlers to compel its people leave the village so as to annex its lands.

Nablus:
  • Yitzhar’s settlers put scores of olive trees to fire in an area between the towns of Burin and Hawara south of Nablus, uprooting more than 50 olive trees. They also burnt more than 25 olive trees near the village.
  • Invading the Sebastia town and removing the Palestinian flag from the archaeological area under the pretext of being located in C areas.
  • Settlers erected tents at Abu-Alrakhm Mountain, near Jalood town, and currently bulldozing 2,000 donums there to build 45 mobile homes to house Amona settlers.

Salfit:
  •  Netanyahu, accompanied by the Israeli Minister of Education, Naftali Bennett, laid the foundation stone for a project, which is financed by billionaire Zionist, Sheldon Aderson.
  • Farmers from Farheh village west of Salfit complained about the bad-smell of the sewage pipes of the Ariel settlement, and the pollution of their agricultural land in Al-Matawi area west of Salfit. Farmers added that the pollution is not limited to smell, but the pollution has caused many diseases due to mosquitoes, rodents and pigs.

Jenin:
  • Under the protection of the occupation forces scores of settlers invaded the evacuated stormed the Tarsla settlement, near the Sanour village,. They performed religious rituals and chanted racist slogans against Arabs and Muslims.
  • Installing cameras on the road leading to Yabad and the road leading to the Mavo Dothan settlement in order to monitor the movement of citizens.
  • Bulldozing 20-donum of agricultural land in the Dahr Maleh village behind the Apartheid Wall, north of Yabed town. in order to pave a road near the Shaked, Hananit and Tal Menasheh settlements built on the Palestinian lands moreover, a new section of the apartheid wall is to be built, on 1000 donums near Yabad and Nazlat Sheikh Zayid village.

PCHR Weekly Report: 4 Palestinians killed, 12 wounded, by Israeli forces this week

In its Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territories for the week of 15 – 21 June 2017, the Palestinian Center for Human Rights found that Israeli forces continued systematic crimes in the occupied Palestinian territories.

Over the course of the week, Israeli forces killed 4 Palestinian civilians in occupied Jerusalem. 12 Palestinian civilians, including 3 children, were wounded in the West Bank and Gaza Strip. Israeli forces conducted 42 incursions into Palestinian communities in the West Bank and a limited one in the southern Gaza Strip. 65 civilians, including 6 children and 2 women, were abducted in the West Bank.

Israeli attacks in the West Bank:

In the West Bank, on 16 June 2017, Israeli forces killed 3 Palestinian civilians from Deir Abu Mash’al village, northwest of Ramallah, and wounded three by-passers when Israeli forces opened fire at the three civilians, who carried out a stabbing and shooting attack in Sultan Suleiman Street at the northern entrance to Bab al-Amoud (Damascus Gate) in occupied East Jerusalem.

On 20 June 2017, Israeli forces stationed at Jaba’ military checkpoint, northeast of occupied Jerusalem, killed Baha’ al-Herbawi (23), from al-Eizariya village, east of the city. Israeli forces claimed that the killed attempted to carried out a stabbing attack against Israeli soldiers during an ordinary check-up at the checkpoint. The soldiers shot him dead.

In addition to the wounded persons mentioned above, on 17 June 2017, 2 other civilians were wounded during an Israeli incursion into Deir Abu Mash’al village, northwest of Ramallah.

During the reporting period, Israeli forces conducted at least 42 military incursions into Palestinian communities in the West Bank, and 8 others into Jerusalem and its suburbs. During these incursions, Israeli forces abducted at least 65 Palestinian civilians, including 6 children and 2 women. Twenty three of them, including the 6 children, were abducted in occupied Jerusalem and its suburbs.

Among those abducted was Zainab Mohammed ‘Ankoush (41), the mother of Adel ‘Ankoush who was killed by Israeli forces in Jerusalem on 16 June 2017, as well as Enaya Abed al-Khair Saleh (45), the wife of prisoner Saleh Sulaiman Ata. Both of them are from Deir Abu Mash’al village, northwest of Ramallah.

Israeli attacks in the Gaza Strip:

In the Gaza Strip, Israeli forces chased the Palestinian fishermen in the Gaza Strip sea and opened fire at the farmers along the border area.
In the Gaza Strip, the border area witnessed peaceful protests against the illegal closure imposed on the Gaza Strip. Israeli forces used force against the protestors, as result, 7 Palestinian civilians, including 3 children, were wounded. Five of them were hit with live bullets and the two others sustained shrapnel wounds.

In the context of Israeli attacks against fishermen in the sea, on 17 June 2017, Israeli gunboats opened fire at and chased Palestinian fishing boats sailing within 3 nautical miles northwest of Beit Lahia, north of the Gaza Strip. The shooting recurred at the Palestinian fishing boats in the same area on 18 and 19 June 2017. As a result, the fishermen were obliged to sail back. Neither casualties nor material damage were reported.

Also in the Gaza Strip, on 19 June 2017, Israeli forces moved about 100 meters into al-Shouka village, east of Rafah, south of the Gaza Strip. They combed lands along the border fence between Israel and the Gaza Strip and withdrew later.

The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. For 9 consecutive years, Israel has tightened the land and naval closure to isolate the Gaza Strip from the West Bank, including occupied Jerusalem, and other countries around the world. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 2 million people. The Israeli authorities have established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy. They also aim at imposing a complete ban on the Gaza Strip’s exports.

The Israeli closure raised the rate of poverty to 65%. Moreover, the rate of unemployment increased up to 47% and youth constitutes 65% of the unemployed persons. Moreover, 80% of the Gaza Strip population depends on international aid to secure their minimum daily needs. These rates indicate the unprecedented economic deterioration in the Gaza Strip.

Israeli settlement activities:

At approximately 18:30 on Saturday, 17 June 2017, a group of Israeli settlers from “Halmish” settlement, established on al-Nabi Saleh village lands, northwest of Ramallah, threw stones at the Palestinian civilian vehicles while passing through the main road leading to villages located northwest of the city. The Israeli settlers also carried out riot acts in the area and obstructed the vehicles movement for few hours.

Israeli attacks against non-violent demonstrations:

Following the Friday prayer on 16 June 2017, dozens of Palestinian civilians and Israeli and international human rights defenders organized a protest in Bil’in and Ni’lin villages, west of Ramallah; al-Nabi Saleh village, northwest of the city and Kufor Qaddoum village, northeast of Qalqiliyah, in protest against the annexation wall and settlement activities. Israeli forces forcibly dispersed the protests, firing live and metal bullets, tear gas canisters and sound bombs. They also chased protesters into olive fields and houses. As a result, some of the protesters suffered tear gas inhalation while others sustained bruises as Israeli soldiers beat them up. Moreover, Israeli forces abducted Abed Ayed Srour (30), from Ni’lin village, and took him to an unknown destination.

At approximately 15:30 on Friday, 16 June 2017, dozens of Palestinian civilians gathered few meters away from the border fence between the Gaza Strip and Israel, east of al-Shuhadaa’ Cemetery, east of Jabalia in the northern Gaza Strip. They set fire to tires and threw stones at the Israeli forces stationed along the abovementioned border fence. The soldiers fired live bullets, tear gas canisters and rubber-coated metal bullets at them. The clashes continued until approximately 19:00 on the same day. As a result, a 22-year-old civilian from Jabalia sustained a live bullet wound that penetrated the left ear and wounded his neck. He was transferred to the Indonesian Hospital in Jabalia. His wounds were classified as moderate.

At approximately 17:00 in the same Friday, dozens of Palestinian young men made their way to the border fence between the Gaza Strip and Israel, east of al-Buraij in the central Gaza Strip, in rejection to the Israeli-imposed closure on the Gaza strip. The young men gathered near the security fence, set fire to tires, raised the Palestinian flags and then threw stones at the Israeli soldiers stationed at the border fence. The soldiers fired live bullets and tear gas canisters at the young men and the agricultural lands to the west of the abovementioned border fence.

As a result, a child (PCHR keeps his name) sustained a live bullet wound to the left leg and other civilians sustained tear gas inhalation. The wounded child was taken to al-Aqsa Hospital in Deir al-Balah where medical sources classified his injury as moderate.

Around the same time, dozens of Palestinian young men gathered near the border fence between the Gaza Strip and Israel, east of Khuza’ah village, east of Khan Yunis. They set fire to tires and raised flags and banners condemning the Israeli closure on the Gaza Strip. A number of the young men approached the abovementioned border fence and threw stones at the Israeli forces stationed there. The Israeli soldiers fired live bullets and tear gas canisters for an hour and a half around the protestors to disperse them. As a result, 2 civilians (PCHR keeps their names) sustained live bullet wounds. They were transferred to Gaza European Hospital and their injuries were classified as moderate.

At approximately 17:00, dozens of Palestinian civilians gathered few meters away from the border fence between the Gaza Strip and Israel near Karm Abu Mo’amer neighborhood, east of al-Shawkah village, northeast of Rafah in the southern Gaza Strip, in response to calls for protests in the border area against the Israeli-imposed closure on Gaza. A number of the protestors approached the border fence, set fire to tires, raised the Palestinian flags and then threw stones at the Israeli soldiers stationed at the border fence. The soldiers fired live bullets at them.

The clashes continued until approximately 19:00 on the same day. As a result, a 16-year-old civilian sustained a live bullet wound to the right leg, a 17-year-old civilian sustained a live bullet shrapnel to the right foot and an 18-year-old civilian sustained a live bullet wound to the left leg. The wounded civilians were transferred to Abu Yusuf al-Najjar in Rafah. Medical sources classified their injuries as moderate.

Recommendations to the international community:

Due to the number and severity of Israeli human rights violations this week, the PCHR made several recommendations to the international community. Among these were a recommendation that the international community respect the Security Council’s Resolution No. 2334 and to ensure that Israel respects it as well, in particular point 5 which obliges Israel not to deal with settlements as if they were part of Israel.

PCHR calls upon the ICC in 2017 to open an investigation into Israeli crimes committed in the oPt, particularly the settlement crimes and the 2014 offensive on the Gaza Strip.
