Israeli Police Officer Willfully Kills Palestinian Civilian in Occupied Jerusalem
Since Thursday, 01 October 2015, the West Bank, especially occupied East Jerusalem, witnessed a serious escalation by Israeli forces and settlers against the Palestinian civilians and their property.
Following the killing of a settler and his wife southeast of Nablus on the above-mentioned day, Israeli forces cordoned Nablus.
Moreover, the settlers carried out a series of attacks on the Palestinian civilians and their cars on roads and in houses located in the outskirts of the villages adjacent to the settlements.
In the context of the escalation policy and the racist incitement by settlers, on Sunday, 04 October 2015, the Israeli forces willfully killed a Palestinian civilian in Jerusalem in after he was chased and beaten by settlers.
Israeli forces claimed that the victim attempted to stab a 15-year-old settler, due to which that settler sustained moderate wounds, and then he escaped to Street no. 1 before the Israeli police arrived and shot him dead.
Even if the Israeli claim was true, Israeli forces could have used less force or arrested the Palestinian, especially as he walked enough distance before he was killed without posing any threat to the Israeli officers or settlers.
On Sunday morning, 04 October 2015, Israeli forces killed a Palestinian civilian from al-Eesawiyya village in occupied East Jerusalem.
According to PCHR's investigations and statements of eyewitnesses, in the early morning, a group of settlers chased Fadi Samir Mostafa Elwan (19), from al-Eesawiyya village, northeast of East Jerusalem, while he was walking in al-Mesrara area.
They chased him after he tried to escape towards "Haim Barlev Street no. 1". In the meantime, an Israeli police patrol arrived at the scene and surrounded him, and soon after, an Israeli officer shot Elwan dead from a close range with over 7 bullets.
This attack occurred in presence of the settlers who incited the police to kill him him. Videos reported by the Israeli media showed that a big group of settlers surrounded and beat Elwan while he was present in al-Mersrara area.
They then chased him, so he was panicked. The Israeli police arrived to the place and shot him dead.
Furthermore, the video displayed by the Israeli media showed the settlers beating and pulling him after he was shot, and then chanting slogans calling for revenge against the Arabs.
Afterwards, Israeli forces kept the corpse and did not inform his family of any details about the place where it was kept or the time of delivering it.
An eyewitness, who is a taxi driver during night shifts, said to a PCHR fieldworker that Elwan was chased by settlers from al-Mesrara area to the place where he was killed, which is a distance of over 500 meters. Moreover, when the Israeli police vehicle arrived, an Israeli officer stepped out of it and opened fire at him directly.
It should be noted that the settlers, who had gathered in the streets and roads of the Old City in Jerusalem, reached al-Mesrara neighborhood and al-Amoud Gate area on Saturday night, 03 October 2015, after Mohannad Shafiq Halabi (19), from al-Bireh town, stabbed and killed two Israeli settlers in al-Wad neighborhood. Halabi was also killed by Israeli forces.
On Sunday early morning, 04 October 2015, Israeli forces backed by many vehicles moved into Jenin refugee camp adjacent to Jenin from three directions entrances: al-Jabriyat in the south of the camp; al-Zahraa' in its north; and al-Hadaf area in the west of the camp.
Dozens of Israeli soldiers were deployed in the camp alleys.
They topped the roofs of high buildings while their vehicles imposed a cordon on a house belonging to Qays al-Sa'di ordering its owner via loudspeakers to surrender.
His wife and children as well as his father and brother went out of the house and told the Israeli soldiers that the aforementioned was not at home. However, the Israeli soldiers continued to cordon the house and fired a number of shells at it.
As a result, fire broke out on the third floor, which was completely burnt, and the second floor was partially destroyed.
Meanwhile, clashes broke out between the soldiers and a number of armed Palestinians, who opened fire at them to end the cordon imposed on the house.
Local sources said to a PCHR fieldworker that al-Sa'di survived the assassination or arrest attempt. However, the Israeli forces arrested his brother, Mohammed (23), and took him to an unknown destination.
On Saturday morning, 03 October 2015, Israeli forces moved into Nablus.
They arrested 7 civilians and wounded 11 others, including 3 children, as they were protesting against them.
Moreover, 3 civilians were wounded when a group of settlers protected by the Israeli forces attacked a house belonging to Jamal Abu Baker at the entrance of Soret al-Ra'ees village, southwest of the city.
The Israeli forces opened fire at a number of civilians who confronted the settlers and Israeli forces and threw stones at them to keep them away from the house.
In the same context, several areas in the West Bank witnessed a series of attacks by settlers against Palestinian civilians and property.
At approximately 21:30 on Thursday, 01 October 2015, after two settlers were killed in a shooting incident on the bypass road between "Eitmar" settlement and Beit Forik checkpoint, east of Nablus, hundreds of settlers gathered at Huwwara checkpoint at the southern entrance of the city and the intersection leading to "Yitsahar" settlement and the intersection leading to "Barakha" settlement, south of the city.
They smashed the windows of Palestinian cars parked there.
This coincided with the closure of the aforementioned checkpoint by Israeli forces before the Palestinian civilians' movement and their vehicles on both directions. As a result of the attacks, around 40 Palestinian vehicles were damaged.
In addition, dozens of the vehicles' passengers were injured by the scattered window glass.
The settlers used stones, sharp tools and sticks in their attacks which they carried in the presence of the Israeli soldiers and police.
PCHR strongly condemns the willful killing of 'Elwan in East Jerusalem, which further proves the use of excessive force by Israeli forces against the Palestinian civilians in disregard for the civilians’ lives.
Moreover, PCHR condemns collective punishment measures taken by the Israeli forces in the oPt and the attacks launched by Israeli settlers before the eyes of Israeli forces.
Therefore, PCHR calls upon the international community to take immediate and effective actions to put an end to such crimes and reiterates its call for the High Contracting Parties to the Fourth Geneva Convention of 1949 to fulfill their obligations under Article 1; i.e., to respect and to ensure respect for the Convention in all circumstances, and their obligation under Article 146 to prosecute persons alleged to commit grave breaches of the Fourth Geneva Convention.
These grave breaches constitute war crimes under Article 147 of the same Convention and Protocol I Additional to the Geneva Conventions.

Israeli soldier shooting young girl at close range in Hebron, killing her
In its Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territories for the week of 17 - 30 September 2015, the Palestinian Center for Human Rights (PCHR) found that 3 Palestinian civilians, including a girl and a deaf young man, were killed in the West Bank. 28 Palestinians, including 12 children, were wounded. And 135 Palestinians, including 46 children and women, were abducted by Israeli troops.
Israeli attacks in the West Bank:
In the West Bank, on 22 September 2015, Israeli forces stationed at a military checkpoint at the western entrance of al-Shuhada Street used lethal force and killed Hadeel al-Hashlamoun (18) from a range of 3 meters under the pretext that she was holding a knife. As a result, she sustained 10 bullet wounds throughout her body. She was taken to Tsha'ari Tsediq Hospital in West Jerusalem, but she was pronounced dead in the evening.
An eyewitness, Fawwaz Abu 'Eishah (34) said to a PCHR fieldworker that:
"At approximately 07:40 on Tuesday, 22 September 3015, I went as usual to my work and when I approached Checkpoint 56, I heard the soldiers screaming. When I arrived, I heard two soldiers shouting at a girl wearing a Niqab and covering all her body with black and carrying a black purse around her neck. Her hands were under her clothes. There were 3 school children thereabout and two soldiers pointing their guns at the girl. I approached an Israeli soldier and asked him to allow me to talk to the girl as I speak Hebrew and the girl did not understand what they were telling her.
While the girl was not responding with a word, the two soldiers again and again were shouting at her asking her in Hebrew to back off. However, she did not move. The two soldiers accepted and when I talked to her asking her to back off, an Israeli soldier fired a bullet at the ground next to the girl, who did move at all as well. I then convinced the girl who did not talk to me to go back. I removed with my hand a red plastic barrier which closes the trail leading to the centre of the city.
The girl walked 3 meters away from the two soldiers when 4 other soldiers arrived at the checkpoint. They then loaded their guns and pointed them at the girl and I was walking behind her heading to my work on the same way. Before we could leave the checkpoint, the soldier who at the beginning fired a bullet at the ground, pointed his gun in the girl's face. There was a 120-centimeter long iron barrier between them.
He then repointed the weapon on the ground and fired another bullet which did not hit the girl. I then heard the 6 soldiers screaming in Hebrew asking the girl to stop. I asked the soldiers to allow me to talk to the girl, but two of them pointed their guns at me and asked me to back off. Meanwhile, I became behind the soldiers after I went back. The soldier kept shouting at the girl asking her in Hebrew to see her hands and stand to the wall. I talked to the girl translating what the soldier was saying, but she did not answer and her hands were under her cover and the purse around her neck. The same soldiers fired another bullet next to the girl, and I kept begging her to show her hands to them, but she did not respond.
A few minutes later, I saw the soldier who was firing warning bullets backing off and sitting in the point shooting position and pointing his gun at the girl from around a distance of 2 meters. He fired a bullet at the girl wounding her left leg, so she fell on the ground and her purse fell down. Her right hand was revealed to be holding a 25-centimeter home knife with a wooden hand. She did not get up, but the soldier shot her again in the other leg. A few minutes later, he fired four bullets at the girl wounding her in the chest and abdomen and then another bullet which I do not know if it hit her or not.
At that time, no Palestinian was in the scene but 3 children and a foreign activist from "EAPPI", which monitors the interaction between the Palestinian inhabitants and the Israeli military in the old city. I shouted at the soldier, at whom another soldier was shouting and saying in Hebrew "Dai…Dai" means enough. I then took another road to reach my work, and when I was turning, I saw a PRCS ambulance stopping behind the checkpoint. I knew later that the girl's name is Hadil Salah al-Hashlamoon."
Dr. Salah al-Deen al-Hashlamoon, the father of the girl and an Anaesthetist and Head of the intensive Care Unit (ICU) in al-Ahli Hospital, and other doctors who examined the girl emphasized that she was left for 45 minutes before being given first aid despite her serious health condition. Medical sources emphasized that the girl received 10 bullets in her body wounding her in the left ankle; right knee; upper right thigh; right waist; upper humerus; right elbow); the upper right area of the abdomen; left side of the chest; and under the chest.
On 22 September 2015, 22-year-old Diya' al-Talahma, from Kharsa village, south of Doura, southwest of Hebron, was killed due to the explosion of an explosive device he was holding near the security road between bypass road 60 and "Nigohot" settlement. It was not obvious whether the explosive device exploded because Israeli forces fired at it or not. However, Israeli forces prevented a Palestinians ambulance from approaching or transporting him for over 3 hours and 40 minutes. They left him bleeding to death.

Therefore, he was taken to al-Maqased Hospital for medical treatment, where medical sources stated that he sustained fractures to the skull. His health condition was described as serious.

Palestinian Prisoners’ Center for Studies documented 520 cases of arrest among Palestinians by Israeli forces last September.
290 out of the 520 arrests took place in Occupied Jerusalem, while 80 Palestinians were rounded up in al-Khalil. 44 Palestinians were arrested in the Gaza Strip mostly for sneaking into the 1948 Occupied Palestine for work purposes. The rest were arrested in other cities and towns in the West Bank.
The number also included 140 minors; the youngest is an 8-year-old boy from al-Khalil. 19 girls were among the arrested as well.
The center’s spokesman, researcher Riyad al-Ashqar, said the arrest campaign in Occupied Jerusalem coincided with Israeli repeated incursions into the Aqsa Mosque during Jewish holidays.
The campaign targeted Jerusalemite minors in particular. 110 minors, some of them were under the age of 12, were arrested in the campaign.
Ashqar pointed out that Israeli Occupation Authority (IOA) issued 68 orders of administrative detentions against Palestinian prisoners for periods of 2-6 months. 20 of the orders were issued for the first time.
18 storming operations of prisons were carried out by Israeli troops including transfer and assault of detainees. Other suppressive measures included ban of visitation, withdrawal of appliances, solitary confinement and abuse of detainees.
