The Arab Organization for Human Rights in Britain stated that the European Union support to the PA provides a green light to its security services to continue their violations. In its statement issued on Monday, the organization called on the EU to send a fact-finding mission to the Palestinian territories to investigate the violations carried out by PA security forces and to reformulate the European role in supporting the security agencies in regard to the Palestinian people's interests.
The organization called for prosecuting those responsible for these serious violations in PA jails, saying that Mahmoud Abbas, head of the PA, bears a personal responsibility for these violations.
The statement called on the Secretaries-General of the United Nations, the Arab League, and the Organization of Islamic Cooperation to form an investigation committee to deal with the PA security services' violations in Palestinian territories, stressing that those services threaten the Palestinian people's rights.
The organization has handed earlier to the European MPs a report documenting the escalation of torture and arrests in coordination between PA and Israeli forces, the statement pointed out.
Following the report, MP Phil Benon has questioned Catherine Ashton, High Representative of the Union for Foreign Affairs, on May 30 concerning the torture practiced in Palestinian territories.
The statement confirmed that Ashton emphasized the European knowledge of these violations and she denied any European aid to the security services particularly the General Intelligence Service.
A meeting will be held with Palestinian officials to take decisive action to stop these violations, said the High Representative of the Union for Foreign Affairs.

The Palestinian Civil Police (PCP) announced it had completed a $ 12.7 million information and communications systems infrastructure development project to upgrade their operational and administrative capabilities, EUPOL COPPS said in a press release. Canada has funded the bulk of the ambitious project in addition to European Commission, Netherlands, United Kingdom, Finland and Estonia. The overall project was supported by EUPOL COPPS and implemented by the United Nations Office for Project Services (UNOPS)
On behalf of the Chief of Police, his Assistant for Planning & Development, Brig. Gen Mohammad SAHMOUD, pointed out that "a specialized ICT department was created in 2008 to develop a professional technical staff in this area and to lay the foundation for building computerized systems in a standardized manner that would accomplish the basic PCP objective of serving the society and safeguarding its security through a modern and sustainable infrastructure".
He added that "this project is enshrined in the vision framework of the Police command for advancing the PCP organization and empowering its members to carry out their tasks in serving the society and combating crime in a more professional, precise, and speedy manner, and given the challenges imposed by the times." Brigadier SAHMOUD has extended his gratitude to the contributors and donors for their support and for remaining friends of the Palestinian people, which has had a great impact on accomplishing this project.
Mr. David GEER, Deputy EU Representative said that "Thanks to this project, police coordination will be significantly strengthened and the delivery of services to the public improved. The EU is fully committed to supporting reform of the Palestinian Civil Police in order to help it better serve the Palestinian people and thereby further gain their respect and trust".
"The project has involved collaboration among different international partners including the EU and EU Member States. Significant support has also been provided through EUPOL COPPS which has, from the onset of this project and through its daily advice and coordinating role, once more demonstrated its commitment to the Palestinian Civil Police", he added.
The project, which started in 2008 and was completed recently, focused largely on communications infrastructure and included radio, data and telephone systems. Using this infrastructure, the police districts are connected with the main headquarters and are using the newly developed centralized information systems that enhance the police operational and administrative capacity.
The project has laid foundations for continued development of the police information systems and improvement of the police service. The infrastructure serves also the other security agencies, and contributes to interoperability between security and justice establishments and development of their own internal systems.

The Palestinian authority security forces arrested and summoned in a new campaign about 30 Palestinian citizens, mostly ex-detainees in Israeli jails. In Nablus city alone, the PA intelligence forces arrested more than 20 Palestinian citizens, including Hamas-affiliated ex-detainees Sa'ed Yassin, Ragheb Aliwi, Mugahed Hamami and Mohamed Dweikat.
Local sources in the city said that a number of the detained citizens were taken to Juneid prison.
These arrests took place in Nablus one day after a similar campaign was waged by the PA security forces in Tulkarem city; however, the reason behind this escalation is still unknown, according to the local sources.
In Bethlehem, the PA intelligence forces kidnapped six kids from Aida refugee camp and handed others summonses for interrogation.
Another young man named Abdul-Razek Sa'id was taken prisoner by the PA preventive security forces at a checkpoint in Birzeit town of Ramallah city.
Sa'id already spent more than 12 years in Israeli jails and was detained several times by the PA security apparatuses.
In turn, the PA preventive security apparatus extended the detention of Ismail Arouj, from Bethlehem, for 45 days at the pretext of further investigation.
Arouj spent more than 60 days in detention without being interrogated and he is now locked up in the preventive security jail in Petunia.
In Jenin, the PA prosecution office extended the detention of Samer Jaradat for 15 days.
In another incident, the PA preventive security apparatus in Tulkarem city refuse to release a young man named Anas Raddad, who has been on hunger strike for two days, according to his family
Raddad has been in jail since last Friday and his family expressed its concern over his health status.
A young man named Musab Hasri, a student of Al-Najah university, was also summoned for interrogation by the PA intelligence apparatus in Tulkarem. He is the son of prisoner Adnan Hasri.
Local sources in the city said that a number of the detained citizens were taken to Juneid prison.

The Palestinian Authority security apparatuses arrested 7 members of Hamas, and summoned a university student and a liberated prisoner to their headquarters for interrogation. In the city of Tulkarem, the General Intelligence Service arrested two liberated prisoners after summoning them for interrogation, while the Preventive Security Service (PSS) arrested a student at An-Najah National University from the village of Allar north of the city.
The PSS has also arrested in Jenin Samir Jaradat, a liberated prisoner and a former political detainee.
Military Intelligence Service arrested a young man from the village of Tal in Nablus and handed him to the Preventive apparatus for interrogation.
In Tubas, the General Intelligence Service arrested a liberated captive and ex-political prisoner, while the PSS summoned a student at the An-Najah University in Tammoun.

Hamas movement has accused PA security forces of arresting the university student and prisoners’ rights activist Anas Radad, from Tulkarem in northern West Bank. The PA Preventive Security service has arrested on Saturday the Shariaa student at An-Najah National University and the prisoners’ rights activist Anas Radad, from Saida village in Tulkarem, the movement said in its statement.
Radad is a liberated prisoner in addition of being arrested six times by PA forces where he was subjected to severe torture, the statement added.
The student's arrest came few hours after his participation in a sit-in in solidarity with his cousin Mo'tassem Raddad, held in Israeli jails and suffers health problems, the movement quoted Anas' father as saying.

Palestinian security forces have managed to arrest collaborators while trying to flee the Gaza Strip through the security fence, security sources in Gaza Interior Ministry said. In a statement published on Gaza Interior Ministry Website, Major General Jamal Jarrah, commander of the national security forces, affirmed the arrest of several collaborators while trying to escape to the occupied territories to flee prosecution for being involved in collaborating with Israeli intelligence.
The security forces have a prominent role in protecting large and very sensitive areas in the Gaza Strip close to Israeli-Gaza Strip border, he added.
The National Security Forces tightened the border control in order to prevent the escape of the collaborators to the 1948 occupied territories and to prevent the smuggling of drugs into the Strip as part of the Israeli attempts to destroy the Palestinian youth.

PA security services continued the arrest campaign in various parts of West Bank, where 2 brothers were arrested in Bethlehm, and 2 others were summoned in Nablus and Ramallah. In Bethlehem, the Preventive Security Service (PSS) arrested yesterday night, the brothers Nasser and Neser Gibran two weeks after the transfer of their detained brother to hospital due to his hunger strike.
It is noteworthy that the three brothers are liberated prisoners and former political detainees in PA prisons.
In Ramallah, PA General intelligence Service summoned the liberated prisoner Omar Mustafa Khasib from Arura town in Ramallah, several weeks before his wedding.

The campaign has succeeded in convincing several agents to turn themselves in after expressing regret for their actions. Those who turned themselves in undergo a rehabilitation program to become useful citizens.

Palestinian premier Ismail Haneyya said that his government would spare no effort to develop the performance of the Palestinian police cadres and service in the Gaza Strip. Haneyya made his remarks during the graduation ceremony for the second batch of the police officers that was held on Tuesday at the police academy.
Premier Haneyya stated that his government would work on sending police cadres to other countries to enhance their experience and performance.
He highlighted in his speech the importance of observing societal justice and not dealing discriminately with the citizens.
The premier also urged the graduate officers to be a helping hand in the national struggle to liberate the Palestinian land and restore the usurped rights.
For his part, minister of interior Fathi Hammad said that the police academy was established after all police institutions in Arab and Islamic countries refused to deal with the Palestinian interior ministry in Gaza and closed its doors before its cadres.
Hammad added that his ministry, however, dispatched lately some Palestinian officers to other countries to pursue their master and doctoral degrees in the police field.
He also hailed the counterespionage campaigns launched by his ministry and said they successfully dealt a blow to the Israeli intelligence agencies.

The EU has financed the construction of a number of jails in the Occupied Palestinian territories, and the EU has a police unit stationed in Ramallah, the so-called “EUPOL COPPS”, headed by one Mr. Kenneth DEANE.
The COPPS unit is responsible for training Palestinian “security personnel”, mainly the militarized police, on how to arrest and deal with detainees before and while in prisons.
We do not absolve European COPPS unit stationed in Palestine of the serious violations that take place at the prisons of the Palestinian Authority. EUPOL COPPS must carry full responsibility for its silence and for covering up for the crimes and violations of human rights at the PA prisons and by its militarized police.
COPPS is directly responsible for the deteriorated health of Palestinian journalist Journalist Mohamed Shoukri Awad from Budrus village, West of Ramallah and other political detainees incarcerated at the prisons of the Palestinian Authority. Mr. Awad and other Prisoners are in hunger strike to protest their lawless incarceration by the PA and to demand their immediate release.

The PA militarized police will not release a detainee even when the courts issue decisions requiring their release.
Since weeks, a number of prisoners are in hunger strike, while, due to PA censorship orders, there is a complete blackout in the Palestinian media about them.
The continued violation of prisoners rights at PA jails are documented in preparation for legal action at international courts at the right time. Lately, the group “Friends of Humanity International” in Europe has published the report below about the suffering of journalist Mohamed Awad, whose health is deteriorated due to his hunger strike demanding his immediate release.

In a press release issued Monday, the organization said that the arrest of Mohammed Shukri Awad, 25, from Budros near Ramallah, who works as a journalist at Ramsat Agency for media production, and detaining him without any justification in the Preventive Security Force headquarters in the West Bank prison of Petunia by the Palestinian Authority, presents an arbitrary act against him.
The Vienna-based human rights group demanded the Palestinian Authority to treat Awad in accordance with the law, which ensures his physical and psychological harm, and to immediately release him and enable his safe return to his family and to let him practice his journalistic work freely. It also called upon the PA to promote public freedoms and renounce the policies of arbitrary detention and interrogation, which have received a lot of international criticism and denunciation.
The organization pointed out that the successive human rights reports about the bad treatment of detainees inside the PA’s detention centers since 1993 caused deep concern that the detained journalist could face torture and abuse.
Also, it called upon both the European Union and the donor countries to reconsider their unconditional support of the PA security services because of the repeated disregard of law and human rights.
It is noteworthy that Mohammed Awad was arrested by the PA security services for political reasons for three times before, during which he spent more than 11 months in detention centers and was tortured by interrogators. The Ramallah court had decided on April 7 to release him on bail, and therefore his family did all the required procedures. However, the same court backed down on its verdict an hour later, because it was believed that the Public Prosecution put pressure on it under the pretext of conducting further investigation.

Recently the so-called “Palestinian security coordination office” released three officers of the Palestinian National Security (PA), Nawaf Fahd Bani Ouda, 25, from Tubas, Saleh Hamed from Ramallah and Wael Dawood from Qalkilia, who had been jailed by the PA two years ago on charges of shooting in the air to defend themselves and some Palestinians during a terrorist raid on Nablus, a city nominally under PA control, on 24 April 2011.
The crime of the three and why they were incarcerated for two years? These Palestinian officers gave off warning shots into the air after several American jewish squatters and elements of the jewish terrorist group “Bratslav Hassidim” vandalized infrastructure, threw stones into the windows of several Palestinian houses in Nablus and destroyed a Palestinian police checkpoint, justifying their outbreak of racist hatred to “that they wanted to pray at the so-called “Joseph’s Tomb” in Nablus. Palestinian People's Party (PPP) demanded PA's security services to immediately release its five cadres, who have been arrested few days ago in the city of Tulkarem northern the West Bank. One of the party's leaders Fahmi Shahin described in a statement on Saturday the continued arrests against the PPP cadres, for resisting the Israeli occupation and exercising their freedom of opinion and expression, as a "shameful act".
Shahin warned of the continuation of detaining of the party members, and said the repeated attempts of some security apparatuses to undermine the party and its activities would directly affect national unity.
People's Party leader pointed out that the arrests came in conjunction with a new arrest campaign waged by the Israeli occupation forces against the party-affiliates, in the same city.
He stressed that the party condemns and will address any assault on the Popular Resistance activists and any violation of public freedoms and human rights in the Palestinian territories.

A court in the Hamas-ruled Gaza Strip on Thursday sentenced two people to death and a third to hard labor after they were found guilty of collaboration with Israeli intelligence.
A Ma’an reporter said two convicts, one of whom is 43 years old, were sentenced to death by hanging. A 53-year-old man was sentenced to hard labor. Neither were identified by name.
A military high court in Gaza approved the verdicts.
The Hamas-run security services have cracked down on collaborators in the Gaza Strip since launching a campaign in the media to discourage working with Israeli intelligence.
Collaborators were given a warning and a deadline to turn themselves over to save their lives. As a result, several alleged agents turned themselves in after contacting dignitaries and expressing regret for their actions.
Under Palestinian law, collaboration with Israel is punishable by death.
However all execution orders must be approved by the president before they can be carried out. Hamas no longer recognizes the legitimacy of incumbent Mahmoud Abbas, whose four-year term ended in 2009.

Incidents of abuse by the rival governments in the West Bank and Gaza are up 10 percent since last year the Palestinian Independent Commission for Human Rights said Tuesday in its annual report.
The report said the friction between the Hamas militants, controlling Gaza since 2007, and the Fatah-dominated Palestinian Authority, ruling the West Bank, is a major factor of the increase in human rights violations.
According to Director Ahmed Harb, the incidents include torture, mistreatment, prevention of public assemblies, and the arrest or prevention from reporting of journalists.
The report said there were seven extrajudicial killings of supposed Israeli collaborators in Gaza and two Palestinian deaths in West Bank jails.

Families of political prisoners committee in the West Bank announced that 10 political prisoners held in the Preventive apparatus's prison in Bitounia, in the city of Ramallah, announced entering an open hunger strike until their release.
Sources close to the families of a number of hunger strikers pointed out that the detainees decided to start returning the meals after the prison director broke his promises to release them, as the Court extended the arrest of one of them; journalist Mohamed Awad, for 45 days.
The detainees' families called on all the parties to intervene for the immediate release of their sons, who have spent many years in PA prisons without clear charges, noting that the courts have decided to release some of them, but the Preventive Security Service has been refusing to implement the courts' decisions.

Muatazz Kamal Abu Safiyya, 23, and his uncle Ahmad Hasan Abu Safiyya, 42, were killed during the clash in Gaza City's Tal al-Hawa neighborhood.
Muatazz was a correspondent with an Algerian TV station and his uncle was a lawyer and board member of Addameer prisoner rights organization.
Four other family members were injured in the brawl.

Islamic bloc stages sit-in at Birzeit University

The Islamic bloc staged a sit-in at Birzeit University in Ramallah on Thursday demanding an end to political arrests and persecution against its students. The spokesman for the bloc confirmed that the PA forces launched an arrest campaign against the bloc's students following its participation in the formation of the University Students Union.
The spokesman emphasized that the PA security agencies arrested and summoned during the past two days a number of students affiliated to the Islamic bloc.

Abu Ora told MADA that he had received a summons from the intelligence service on Wednesday to attend at 10 am its headquarters, where he had been interrogated for about 2 hours and a half.
“The interrogation was mostly related to my personal life and connections and was not related to my journalistic work”, the freelance journalist added.
