Residents throw rocks, bottles at police station near Hebron

A group of unidentified men threw rocks and empty bottles at a police station north of Hebron early Saturday, security sources said.

Palestinian security sources told Ma'an that police had attempted to seize an unlicensed vehicle in the town of Sair, and that residents responded by "attacking" the town's police station.

Police fired warning gunshots into the air and the assailants fled the scene, the statement said.

PA security forces arrest four Hamas members

The PA security forces arrested four Hamas in the West Bank and extended another's detention, and failed to arrest leader Sheikh Jamal Abu Al-Hija's son.

In al-Khalil, PA forces stormed Sa'ir town east of the city and arrested three citizens after raiding and searching their homes.

In Ramallah, PA Preventive Security Services arrested Hussein al-Ajrab from Qibya town west of the city.

On the other hand, PA forces failed to arrest Assem Abu Hija, the son of the senior leader in Hamas movement Sheikh Jamal Abu Al-Hija who is still detained in Israeli jails.

In Qalqiliya, PA security services extended the arrest of Moan Abid for 15 days pending investigation, noting that he has been detained two days ago.

As part of security coordination policy, undercover Israeli forces disguised as Palestinians have arrested the student at An-Najah University Abdul Rahman Hindia from his workplace.
 
Hindiya, an activist in Islamic bloc, is a former detainee in PA and Israeli prisons.

7 political detainees in Junaid continue their hunger strike for 6th day

Seven political prisoners, from the city of Qalqilya held in Junaid Prison in Nablus, have continued their hunger strike for the 6th day, in protest against their continued detention without legal justification. The detainees' families told the PIC's reporter that their sons launched their hunger strike on Sunday, to pressure on the PA's Preventive Security Service to release them, as the Magistrate's Court in Nablus ordered them released on bail of 5,000 Jordanian dinars a month ago.

The detainees have been receiving false promises to release them for the past months; so they decided to go on a hunger strike until they achieve their freedom.

Their families appealed to the humanitarian and human rights institutions and to the Palestinian reconciliation committee, to intervene to implement the Palestinian Court's decisions and release their children.

Collaborator sentenced to 15 years in Gaza

A Gaza military court on Thursday sentenced a man found guilty of collaboration with Israel to 15 years in jail.

A statement from the court said the man, only identified by his initials A.S., was born in 1982 and was from al-Shati refugee camp.

The decision could be appealed, the statement said.

PA arrests 'armed gang' in Hebron

The Palestinian Authority security forces in Hebron reportedly detained members of the "Ghlees" armed gang in Hebron during a campaign taking place over the last couple of days, a security official told Ma'an.

The official, who spoke on the condition of anonymity, said that the suspected gang members worked in selling weapons.

He added that they are suspected of opening fire at the intelligence office two years ago, and of attempting to run over a Palestinian police officer.

Govt: 128 'wanted' suspects arrested in Hebron

A campaign by Palestinian security forces in the Hebron district led to the destruction of 364 "illegal" vehicles and the arrests of 128 wanted people, the Hebron governor said Sunday.

Kamil Hmeid said in a news conference at al-Hawuooz police station that over 90 percent of crimes committed in the Hebron district are done in areas under Israeli security control.

Hmeid said that a new campaign is the largest so far, and it will continue to fight all "negative phenomena" that endanger the Palestinian community “despite the difficulties faced by occupation.”

He praised police officers for their efforts.

Palestinian police detain 'mosque thief'

A man from the Hebron district confessed to stealing shoes and electric tools from various mosques in the Bethlehem area, Palestinian police said in a statement.

The statement said the suspect -- a man from al-Arrub refugee camp north of Hebron -- confessed to stealing shoes while worshipers were performing prayers, in addition to stealing electric equipment.

After investigating a robbery that was reported at a mosque in the village of al-Khadr following several similar incidents, police detained the man, the statement said.

Ashrawi Calls to Put an End to Light Punishment Centences for Crimes of Women Honor Killing

Member of the PLO Executive Committee, Hanan Ashrawi, Saturday called for the immediate approval of the penal law, the Community Security legislation, especially for women, and to put an end to light punishment sentences for crimes of killing women (the so-called honor killing). Ashrawi statement came following the killing of a 15-year-old girl by her father in Jabaliya and another 17-year-old girl by her brother in Khan Younes, both in the Gaza Strip.

Ashrawi also called for rejecting all excuses for reducing penalties for femicide and meting out the maximum penalties against femicide criminals and all those who violate the law.  

Ashrawi pointed out that a total of 28 women were killed during 2013 due to the lack of legislation for ensuring women social protection, the lack of legal accountability as well as lack of action to hold femicide criminals accountable.

Ashrawi denounced considering such crimes as family honor killings and described attempts to consider these crimes as such as ‘misleading’.

She said: “Considering femicide crimes as family honor killings (or as motivated to maintain the family honor) helps protect femicide criminals and even induce them to perpetrate more crimes against women. It also helps criminals to escape punishment and disclaiming responsibility to face this crime.”

Ashrawi called upon the constituents of the executive authority, the civil community, governmental and grassroots organizations as well as judiciary and security establishments to eradicate this phenomenon in line with the principles of democracy.

Ashrawi also called upon Hamas to uphld its responsibility in this regard, announce the results of investigations and prosecute femicide criminals to set an example for those tempted to violate women’s right to life.

Hamas: Ayman Taha held on corruption charges

Hamas confirmed in a statement Saturday that the movement's former spokesman Ayman Taha was arrested in Gaza, and that he is currently being held for questioning.

Gaza security forces detained Taha on suspicion that he had taken advantage of his official position to make illegal profits, Hamas' statement said without elaborating.

In response to rumors that he was arrested on charges of collaboration with Israel, the statement stressed that there was no suspicion that Taha cooperated with "enemy entities."

Taha's arrest will not effect his family, the statement said, noting that Taha's father, Muhammad Taha, is a co-founder of Hamas.

On Sunday, Gaza lawmaker Ahmad Bahar said in an interview with the al-Ghad al-Arabi TV station that Taha had been arrested for "breaking the law."

"He will be held accountable like any other citizen," Bahar said.

Taha went missing approximately three weeks ago.

He served as a spokesperson for Hamas and was once tasked with coordination with Egyptian intelligence.

Lawmaker: Hamas leader arrested in Gaza

A leader of the Hamas movement has been arrested in the Gaza Strip, a Gaza lawmaker said Sunday.

Hamas spokesman Ayman Taha was arrested after breaking the law, the deputy head of Gaza's legislative council said, without elaborating about the nature of the crime.

Ahmad Bahar said in an interview with the al-Ghad al-Arabi television channel that Taha is "under investigation."

"He will be held accountable like any other citizen," Bahar said.

Islamic bloc suspends its sit-in at Birzeit University

The Islamic bloc at Birzeit University has suspended on Thursday its sit-in that was organized 39 days ago protesting PA political arrests policy.

In a press conference held at Birzeit University on Thursday, the Islamic bloc said that the sit-in has been suspended following an agreement reached with Majid Faraj, head of Palestinian general intelligence, and MP Azzam Ahmad, head of Fatah's parliamentary bloc, after the intervention of Palestinian national figures and MPs.

The agreement stipulates the halt of political arrests against university students as a initial action in West Bank following Gaza's recent positive steps.

Following vows made by Fatah reconciliation delegation to stop political arrests and persecution against Islamic bloc students, we declare the suspension of the sit-in that was supposed to continue until the end of the second course, the bloc said.

The sit-in has been lasted for 39 days in protest against PA forces' arrests, assaults, and repression policy practiced against the Islamic bloc's affiliates, the bloc added, noting that it works to consolidate national unity and democracy principles.

The Islamic bloc expressed appreciation to Birzeit University administration, Khalil Assaf, Mr. Issam Aruri and MPs who contributed in this agreement.

For his part, the leader in Hamas Movement Hassan Youssef hailed the agreement reached to end Islamic bloc's protest sit-in. He said that PA Interior Minister vowed to the Independent Commission for Human Rights to stop targeting Islamic bloc students.

He considered it a positive step towards achieving the national reconciliation.

PA denies arrests of 40 militants returning from Syria

A spokesman for the Palestinian Authority security forces on Thursday denied allegations by Israeli media that they had arrested 40 Palestinians who had fought with militants in Syria.

Spokesman for the PA security forces Adnan al-Dumieri denied the allegations, saying that they were untrue accusations, and blasting the impartiality of the Israeli media in covering Palestinian issues.

An Israeli news report earlier claimed that Palestinian security forces are currently detaining 40 Palestinians who fought with militants in Syria.

Israeli website Walla, cited high-ranking PA officials saying that 40 people were detained upon their return to the West Bank.

The detained militants had fought in Syria and most of them had been involved with Wahhabi militant groups like al-Nusra front and the Islamic State of Iraq and the Levant, the report said.

The report also said that PA forces had arrested 30 Palestinian affiliated with the Islamic Jihad movement.

Lawyers' strike paralyzes West Bank courts

A general strike announced by the Palestinian Lawyers' Union paralyzed West Bank courts on Thursday despite the reported approval by the Higher Judicial Council of an initiative proposed by President Mahmoud Abbas to end a dispute between the union and the council.

Striking lawyers organized pickets on Thursday morning in front of court buildings across the West Bank urging the Higher Judicial Council to accept the unions' demands, threatening further protests if they failed to do so.

Speaker of the lawyers union Hussein Shabanah told Ma'an that the union had not been officially informed that the Higher Judicial Council accepted the initiative proposed by president Abbas' office.

"We will go ahead with protective moves until all disputed issues are resolved," he said, highlighting that some issues could take a long period of time to settle.

Demands related to amendments in the legislative system, said Shabanah, are among these. One of the major demanded amendments, he explained, is to have court hearings with one judge instead of a panel of three.

"This is a basic demand, and it will take time as it needs to be approved by the president."

A second demand is for the judges to "show respect to both citizens and lawyers" during court hearings, Shabanah said, highlighting that some judges treat citizens and lawyers disrespectfully.

A third and very important demand is to make amendments to the judges' working hours.

"It is unbelievable that judges work only from 10 in the morning to one in the afternoon, especially given the large numbers of pending lawsuits."

Shabanah mentioned several other demands an important one of which was that when the Higher Judicial Council appoints new judges, the union of lawyers should be consulted.

"Judges originally worked as lawyers and the union keeps files about their history, and so it's unacceptable to appoint them without consulting the union because some of them may have made mistakes."

Gaza man sentenced to death on murder charge

A court in the southern Gaza city of Khan Younis on Thursday sentenced a man convicted of murder to death, a Ma'an reporter said.

A panel of judges headed by Hisham Kalakh sentenced a man to death by hanging while two others were sentenced to life imprisonment and hard labor.

A fourth suspect was released after three months in custody.

The four men were involved in the murder of money-changer Amin Sharab, 60, who was found dead with stab wounds in his Khan Younis shop last year.

Hamas has executed nearly two dozen people since taking over Gaza in 2007, according to the Palestinian Center for Human Rights, which opposes capital punishment.

Under Palestinian law, collaboration with Israel, murder and drug trafficking are all punishable by death.

But all execution orders must be approved by the president before they can be carried out. Hamas no longer recognizes the legitimacy of incumbent Mahmoud Abbas, whose term ended in 2009.

EUPOL COPPS hands over traffic equipment for Palestinian Police

EUPOL COPPS police advisers handed over on Wednesday traffic equipment to Palestinian Civil Police (PCP) to enhance the capabilities of traffic policing in West Bank districts and to support their daily operational work, said a EUPOL COPPS press release on Wednesday. It said that the new equipment, which include  plastic cones, reflective safety vests, traffic signs, flash lights headlights  and other necessary tools vital to managing traffic, are needed for Uniform Police (Uniform and Traffic Police) to safely run and investigate road traffic accidents.

The traffic equipment were preceded by a specialized course in 2013 that was executed and funded by  EUPOL COPPS and targeted 229 Uniformed Police officers to take part in traffic policing.

The end goal of the whole project is to ensure that the front line operational administrations are well trained and adequately equipped to become a modern a well-functioning police service.

PCP officers will now be able to collect necessary information to investigate cars’ accidents, prepare the necessary incidents’ reports, assess the reason/conditions of the traffic accidents, facilitate flow of traffic and carry out regular vehicle checks said the release.

The new equipment will also help in cutting down the number of casualties of road traffic accidents in the occupied Palestinian territories and to create a safe road environment to Palestinian motorists.

 PCP’s annual report has revealed that 142 Palestinians died and 7,611 others were injured in 142 traffic accidents in 2013.

Gaza Gov’t calls for halting political arrests in WB

Palestinian government in Gaza Strip praised Hamas and Fatah Movements' efforts to implement the reconciliation agreement, stressing its full readiness to support these efforts. During its weekly meeting held on Tuesday, the government stressed the need to provide the appropriate atmosphere to achieve reconciliation, especially through stopping political arrests and summonses and protecting the fundamental freedoms.

The government declared its support, in this regard, for the students’ Islamic bloc sit-in that was initiated 33 days ago in the West Bank against political detention.

On the other hand, the government denounced the Israeli frequent airstrikes on Gaza Strip, targeting civilian areas and resistance sites, calling on international community and the Egyptian mediator to intervene to stop this escalating “terrorism”.

It also condemned the Israeli government's decision to approve the construction of 550 new housing units in East Jerusalem, calling on the international community to put an end to the Israeli violations against Palestinian people and lands.

The government condemned the Israeli continued break-ins into al-Aqsa Mosque, stressing the need for an Arab and Islamic firm position to protect Jerusalem and al-Aqsa Mosque.

It finally praised the recent agreement to neutralize Yarmouk refugee camp in Damascus, calling on all parties to abide by its terms till the complete lifting of the siege imposed on the camp for more than 213 days. More than 106 Palestinian refugees were starved to death as a result of that siege.

Hamas-affiliated students protest Fatah visit to Gaza

Dozens of students affiliated with Hamas on Tuesday held a demonstration outside of the premises where a visiting Fatah delegation is staying in Gaza City.

The protesters denounced "detention campaigns" by Palestinian Authority security forces against Hamas-affiliated students at Birzeit University.

Student union chief Hani Muqbil urged the Fatah delegation to stop arrest campaigns based on political affiliation.

The demonstrators will deliver a letter to the Fatah delegation including all their demands, Muqbil said.

A Fatah Central Committee delegation arrived in Gaza on Friday as part of a visit to review the situation of the movement in the coastal enclave.

PA apparatuses arrest two students and summon two Hamas supporters

Palestinian Authority security apparatuses in the West Bank arrested two university students and summoned two Hamas supporters, while the Israeli occupation forces arrested a former political detainee and summoned another.

In al-Khalil, the Preventive Security Service (PSS) arrested a liberated prisoner and student at al-Khalil University, from the town of Dura, after storming his home.

It has also summoned a 70-year-old man from Yatta for interrogation.

In Tubas, the PSS arrested a student at the College of Sharia in An-Najah National University, from the town of Tamoun. He is a liberated captive and a former political prisoner.

The Preventive Security in Ramallah also summoned a student at Al-Quds Open University.

Meanwhile, the Israeli occupation forces summoned a young man from the city of Nablus to their intelligence headquarters.

They also arrested a student at ‫al-Khalil University after raiding his house. He is a liberated prisoner and a former political detainee.

For his part, the MP for Tulkarm Fathi Qarawi warned of the seriousness of the continuing targeting of students by the PA's apparatuses.

Group says PA arrested dozens of its members over Abbas criticism

A political organization in the West Bank said on Saturday that Palestinian Authority security forces arrested dozens of its members in the West Bank after the group criticized President Mahmoud Abbas.

The media office of the pan-Islamist party Hizb al-Tahrir said the PA made the arrests in reaction to an earlier statement that criticized Abbas' suggestion that NATO troops be deployed at the borders of a future Palestinian state.

"The future Palestinian state will be disarmed and without an army and will only have a police force," the statement said.

Hizb al-Tahrir said the PA arrested its members due to the group's refusal to recognize the legitimacy of the Israeli occupation, their rejection of the "international occupation" that Abbas had suggested, and their desire to create a united, pan-Islamic political entity.

The group suggested that a NATO presence in Palestine would create a situation where Palestinians would be sent to secret American prisons instead of Israeli ones.

Abbas said in a Feb. 2 interview with the New York Times that he would welcome US-led NATO troops to be positioned at all border crossings in a future Palestinian state as an alternative to Israeli forces.

Hizb al-Tahrir is a pan-Islamic political organization which was founded in Jerusalem in 1953 with the goal of uniting all Muslims into a united state with an elected Caliph at its head.

PA large arrest campaign in West Bank

PA Security Services have launched on Friday evening an arrest campaign targeting members of Hizb ut-Tahrir throughout West Bank. Hizb ut-Tahrir said that the arrests came in response to the party's statement in which it accused PA Chairman Mahmoud Abbas of being a “traitor” following his security cooperation with Israeli occupation and USA and following his approval of the deployment of NATO troops in the Jordan Valley and occupied Jerusalem and other areas.

The party condemned the continued security coordination between Palestinian and Israeli forces and the escalated political arrests against resistance elements.

In the same context, PA forces stormed at dawn Saturday Jenin refugee camp and raided a number of houses.

Dozens of military jeeps carrying hundreds of PA forces tried to break into Jenin refugee camp at 2 am (local time) from its main entrance. Palestinian youths confronted the troops and threw home-made firebombs at the forces.

In turn, PA forces fired a heavy barrage of bullets in the air, causing a state of panic and tension in the camp.

PA forces stormed the camp from its southern entrance after failing to break through its main entrance, where they carried out search and arrest campaigns.  

Local sources confirmed that PA forces are preparing to launch a large security campaign in the camp following the appearance of armed men affiliated with the Qassam Brigades, the armed wing of Hamas, in a memorial ceremony dedicated to the martyr Nafi al-Saadi.

Israeli radio quoted a Palestinian security officer as saying that PA forces were working on the arrest of all the resistance armed members who appeared during the memorial ceremony.
