The Palestinian Authority (PA) preventive forces on Friday in Nablus arrested Momen Ghalmi, a student of the Faculty of Information Technology at al-Najah University, a day after summoning him, while they continue to detain his colleague, Ahmad Darwish, for the third day in a row.
In Qalqilya, the PA preventive forces summoned the student at al-Najah University, Ismail Sawwan, and held him for hours before handing him another summons to appear before the PA intelligence on Sunday.
In the same context, the PA forces stormed the house of the student council member at Al-Najah University, Mousa Dweikat, for the third time and threatened to arrest his father, mother and brothers and to shoot him if he did not hand himself over.
Dweikat's family denounced the repeated and unjustified raids carried out by the PA forces into their house, adding that they are still unaware of their son's whereabouts.
In a statement on Friday, the family held the PA president, Mahmoud Abbas, and the PA government premier, Rami Hamdallah, responsible for the PA security forces' violations, calling on the university's administration, student movements and human rights organizations to intervene.
For his part, coordinator of the Islamic Bloc at Birzeit University, Osama Mafarjeh, continues his open hunger strike in the PA jails for the fifth day in a row in protest at his political detention. Reports say that Mafarjeh is being subjected to severe torture by interrogators.

He was tortured by fixing him to a chair for long hours regardless of being on hunger strike since he was arrested in protest at his illegal political detention, Kiswani elaborated.
In a statement on Friday, Kiswani said that Mafarjeh was arrested based on his university activities and serving students as the coordinator of the Islamic bloc, the student wing of Hamas Movement.
He asked the university administration to immediately intervene to save the life of detainee Mafarjeh and to bear responsibility for its students. Kiswani also called on human rights organizations along with key national figures to exert efforts for releasing captive Mafarjeh and arranging an urgent visit in order to check on him.

A security force from the Palestinian Authority (PA) intelligence agency on Monday evening kidnapped Osama Mafarjeh, coordinator of the Islamic Bloc at Birzeit University, and Omar Kaswani, head of the student union council of the university, before releasing the latter.
According to local sources, elements from the PA intelligence intercepted the car Kaswani was driving on a road in Abu Qash village leading to Ramallah city, and rounded him up along with Mafarjeh, who was traveling with him.
PA intelligence officers interrogated Kaswani and then released him but decided to confiscate his car, ID card and laptop, and detain his friend, Mafarjeh, without stating the reason for such measure.

Hamas Movement affirmed in a press statement issued today that the PA Preventive Service (PPS) arrested late yesterday three youths including a university student and an ex-prisoner from Ramallah, after being summoned for investigation.
Another youngster was summoned for investigation early today.
In al-Khalil, the PPS arrested an ex-prisoner after being summoned for investigation Sunday morning.
Another former political prisoner was also detained along with his son.
Also in al-Khalil, two brothers were arrested after PA forces violently stormed their family house.
Two days earlier, PPS arrested a young man after violently breaking into his house in Nablus. His lap top was confiscated during the raid.

Arab Organization for Human Rights in UK on Friday revealed that the Palestinian prisoner Asaad al-Tawil detained by the Palestinian intelligence in Jericho was lately transferred to the Jericho government hospital after being severely tortured.
The Organization said that Tawil was admitted to the hospital under a false name, noting that Asaad, who is currently on hunger strike, is going through a critical health condition.
In a statement on Friday, the Organization condemned the Palestinian Authority's (PA) policies of arbitrary arrest and torture targeting Palestinian youths.
The Organization held the PA president, Mahmoud Abbas, responsible for the worsening health condition of Tawil and demanded his immediate release. It also called for dismissing the head of the PA intelligence apparatus who issues the torture orders.
It asked the International Criminal Court to expedite the investigation in the complaint filed by the Organization on the torture cases documented in the PA detention centers starting from 14th June 2014.
The 22-year-old Tawil, who is a student at al-Najah National University, had received a phone call from the general intelligence service in Qalqilya ordering him to appear at its headquarters on 8th September.
Tawil was detained without a prior notice. On the next day he was transferred to the general intelligence detention center in Jericho without a charge or a trial and there he started an open hunger strike.
Tawil's family said that neither they nor his lawyer has been able to see him, adding that they are not even allowed to bring him clothes and other personal items.
The Organization's statement mentioned that Tawil was previously detained in March 2016 by the general intelligence service in Nablus for 17 days of humiliating torture on the basis of his student union activism at the university.

The Hamas Movement has said that there are several Palestinian citizens being held illegally by the Palestinian Authority (PA) security apparatuses in the West Bank and four of them have gone on hunger strike to protest their detention with no guilt.
In a statement on Friday, Hamas said that the PA intelligence agency in Qalqilya arrested Nuruddin Dawoud, an ex-detainee in PA and Israeli jails, after storming his home on Thursday morning.
Two other young men, one of them an ex-detainee, were also arrested, with no reason, by a security force from the PA intelligence in Qalqilya. They were identified as Ibrahim al-Salami and Muaad al-Far, according to the statement.
Three other young men, who were also arrested a week ago with no guilt, decided to go on open-ended hunger strike to demand their release, Hamas said.
They are Musab Abu Shekhaidem, Qusi al-Fakhuri, and Abdul-Rahman al-Khatib.

A Palestinian citizen was pronounced dead and another injured at daybreak Wednesday in fierce clashes with the Palestinian Authority (PA) forces in al-Khalil’s Yatta town, in the southern occupied West Bank.
Eyewitnesses told the PIC that the confrontations claimed the life of Abduljaleel al-Harmoush and left Fawzi Abu Tabikh seriously wounded.
Major General Adnan al-Dhamiri said the casualty was killed during a manhunt targeting wanted persons.
The 34-year-old victim’s name allegedly appears in a blacklist of wanted suspects. He was also sentenced in absentia on charges of drug trafficking.
According to a statement by the PA forces, the suspects fired multiple gunshots before they were gunned down by the PA troops.
Al-Dhamiri added that a probe has been launched to determine the circumstances of the incident.

Amidst a flurry of controversy following the arrest of Issa Amr for ‘causing strife’ with a Facebook post, the Palestinian Authority agreed Sunday to release the Hebron-based activist on bail.
Amr is the head of the organization Youth Against Settlements, which has organized many protests against Israeli settlement expansion and violence in the Hebron area.
Initially the Palestinian Authority had not set bail for Amr, but after international criticism and a hunger strike by Amr, agreed to release him Sunday on $1400 USD bail.
A recent Facebook post by Amr that criticized the Palestinian Authority and called on the Palestinian President and Prime Minister to resign led to Amr being charged with “causing strife” and a “broad accusation of criminal action” under the Palestinian Authority’s Cyber Crimes Law.
Amr had written the post to denounce the decision by the Palestinian Authority to arrest journalist Ayman Qawasmeh, the director of the Manbar al-Hurriya radio station in Hebron. Qawasmeh’s arrest was just the latest in a series of arrests of journalists by the Palestinian Authority.
The Palestinian Authority was put in place in 1993 as part of the Oslo Accords in order to transition from Israeli military authority of the Occupied Palestinian Territories to Palestinian rule. But the Israeli military occupation never ended, and the Palestinian Authority holds very little governing power in the Palestinian Territories. But they do have the power to arrest and imprison Palestinians, and have recently passed a law making it a criminal offense to criticize their policies online.
In addition to the charges against him by the Palestinian Authority, Amr is facing eighteen charges filed by the Israeli military authority for his work opposing the Israeli military occupation and settlement expansion in his city of Hebron.

The Palestinian Authority (PA) Continues to arrest ‘Issa Isma’il ‘Amr (39), Coordinator of Youth against Settlements in Hebron, on grounds of expressing his opinion on Facebook. On Wednesday, 06 September 2017, the Public Prosecution accused him of inciting racial feuds according to Article (150) of the 1960 Penal Code.
According to the Palestinian Center for Human Rights (PCHR’s) follow-up, on 03 September 2017, Human Rights Activist ‘Amr was summoned by the Preventive Security Service (PSS) after he criticized in a Facebook post the arrest of journalist Ayman Na’im al-Qawasmah and called for applying the rule of law. He also denounced the threats against journalists, aiming at abstaining them from publishing, promising he will document all violations.
PCHR condemns the continued detention of ‘Amr and emphasizes that his post is part of the freedom of opinion and expression according to the PA’s binding international standards. PCHR emphasizes that arrest of ‘Amr and Qawasmeh is part of a systematic campaign by the PA to silence the counter opinion. This campaign includes arresting journalists and opinion-makers and enacting the arbitrary “Electronic Crimes Law”, which violates and undermines not only the freedom of expression but the most basic standards of justice and human rights.
According to PCHR’s follow-up, on 06 September 2017, journalist al-Qawasmeh was released after the Prosecution extended his detention to further 24 hours on 05 September 2017 on charges of ” insulting the President” in violation of Article (159) of the Penal Code No. 16/1960 in force in the West Bank. Al-Qawasmeh was arrested after his statement on local media when Israeli forces raided his radio station on Thursday, 31 August 2017, damaged and confiscated its contents, and closed the radio. He said in his statement, “If the President, Prime Minister and Government cannot protect us, they should step down and stay home.”
PCHR denounces that the Public Prosecution filed a case against ‘Amr on charges of “inciting racial feuds” although his statement did not violate the right to criticism. Thus, the criminalization scope of this article extended to affect journalists and opinion-makers. PCHR also condemns the restrictions imposed on the freedom of opinion in the West Bank in a way where calling for the rule of law has become a crime leading to arrest.
PCHR renewed its refusal of the detention pending investigation on grounds of opinion cases and of automatically detaining the accused person in such cases. This violates the presumption of innocence and exposes the person to imprisonment, degradation and hindering his interests for mere suspicion, and so the freedom of expression would be undermined.
PCHR reminds that detention pending investigation was legalized to protect the investigation into dangerous cases, fearing that the accused person would flee or tamper with evidence. In opinion cases, both concerns are not usually available.
In light of the above, PCHR calls upon the PA to release ‘Amr and respect the rule of law and its obligations according to the Palestinian Basic Law and International Covenant on Civil and Political Rights. PCHR also calls upon the local and international authorities to intervene in order to stop this vicious attack against the freedom of expression, aiming at silencing each antagonist and critic.

According to Assaf, the news conference will be staged, in particular, to highlight the issue of prisoner Ahmed Jarrar, a resident of Burqin town in Jenin, who received a court release order, but the PA preventive security said he would remain in detention “on the Jenin mayor’s own responsibility.”

For its part, the PA preventive security apparatus kidnapped Hasan Abul-Rab from his home in Jenin. He had already spent time in Israeli and PA jails.
In al-Khalil, the PA intelligence kidnapped a young man named Hudaifa al-Awawdeh from his home in Dura town.
The same security apparatus has also been detaining another young man called Issa Amr, an anti-settlement activist, for over four days on charges based on the cybercrime law, which was devised recently by president Mahmoud Abbas.
Amr went on hunger strike protesting his illegal detention. He was released following local and international pressure.

Palestinian Security Forces officer captured, on Saturday evening, two undercover Israeli soldiers, who infiltrated into Rafidia area, west of the northern West Bank city of Nablus, and later handed them back to the Israeli army.
Palestinian security sources said the officers noticed a while car parked near “Nasser Center” shops, and captured two Israeli undercover soldiers carrying pistols, before taking them to Jneid Palestinian prison, west of Nablus.
Israeli soldiers then invaded Nablus city, from its western area, but withdrew shortly later after failing to locate the undercover officers.
Later, Palestinian security officers contacted the Israeli side, and arranged the transferred of the undercover soldier back to the military.

The Palestinian Authority (PA) security forces on Tuesday afternoon stormed homes and arrested six citizens east of Qalqilya city on a charge of carrying green Hamas flags during a recent reception held for a released prisoner.
Eyewitnesses told the Palestinian Information Center (PIC) that PA troops and officers aboard 10 patrol vehicles stormed Immatain town, east of Qalqilya, and broke into homes of some citizens who participated last Friday in the reception of ex-detainee Malik Ghanem.
Other citizens also received summonses for interrogation during the same campaign in the town.
Furthermore, the PA security forces stormed a stationery shop in the town and confiscated a computer.
PA security elements, including female intelligence personnel, were reportedly searching and asking for Hamas flags during their raids on homes.
Palestinians in the West Bank are exposed to arrest if anyone of them was seen holding Hamas flags during occasions and events.

The family of the Palestinian detainee Fadi Abdul Dayem rallied outside the Palestinian Authority (PA) intelligence office in Ramallah in protest at the mistreatment of their relative in PA lock-ups.
The family expressed profound anger over the harsh torture endured by prisoner Abdul Dayem in PA intelligence centers in Ramallah.
The family members vowed to keep up the rally until their son is released from the PA penitentiaries.
36-year-old Fadi Abdul Dayem, a civil servant at al-Bireh Municipality, was arrested by the PA intelligence officers outside his family home in al-Bireh.
Abdul Dayem, among several other Palestinian detainees held in the PA lock-ups, was arrested and tortured on account of his anti-occupation activism.

A member of the National Security Forces personnel was shot dead and another injured, during clashes with outlaws in Balata refugee camp, east of Nablus, in the occupied West Bank, said security sources.
Adnan Damiri, official spokesperson for the Palestinian security forces, told WAFA that, as security forces surrounded one of the gunmen, identified as Ahmad Abu Hamada, and asked him to surrender, he refused and started shooting at security forces, severely wounding Hasan Ali al-Hajj, an NSF personnel who later succumbed to his wounds. Another policeman was also reportedly injured.
Damiri said the Abu Hamada was injured during the clashes and was captured by police. He was then transferred to nearby Rafidia medical center for treatment where his condition was described as stable.
According to Damiri, Abu Hamada is wanted by Palestinian security for murder, weapon trade and shooting at security forces more than once.
