PCHR: In Serious Escalation of Using Excessive Lethal Force Against Peaceful Protestors in Eastern Gaza Strip, Israeli Forces Kill 7 Civilians, Including Child, and Wound 224 Others, Including 42 Children, 3 Women, 3 Journalists and Paramedic”
The Palestinian Center For Human Rights: On Friday afternoon, 12 October 2018, using excessive force against the peaceful protesters in the eastern Gaza Strip for the 29th Friday in a row, Israeli forces Killed 7 Palestinian civilians, including a child, and and wounded 224 others, including 42 children, 3 women, 3 journalists, and a paramedic with live bullets and direct tear gas canisters. Ten of those wounded sustained serious wounds. Sixteen of those wounded sustained serious wounds.

According to PCHR fieldworkers’ observations, the border area witnessed heavy deployment of the Israeli forces this week as the latter heavily fired live bullets, increasing the number of causalities.

The Israeli forces continued to use upon highest military and political echelons excessive force against the peaceful demonstrators who posed no threat or danger to the life of Israeli soldiers in the areas of demonstrations.

Investigations and observations by PCHR’s fieldworkers emphasize that the demonstrations in all areas were as always fully peaceful, and neither weapons nor armed persons were seen. However, the Israeli forces’ snipers continued to position on the hills, behind the sand berms and in military jeeps along the border fence.

The incidents today, 12 October  2018, were as follows:

At approximately 14:00, thousands of civilians, including women, children and entire families, started swarming to the 5 encampments established by the Supreme National Authority for the Great March of Return and Breaking Siege along the border fence, east of the Gaza Strip governorates.
They raised flags and chanted national songs. Hundreds, including children and women, approached the border fence with Israel, set fire to tires and gathered 300 meters away from the main border fence.

Some of them attempted to throw stones at the Israeli forces, pulled parts of the second barbed-wire few meters away from the fence established inside the Palestinian territories few meters away from the border fence and in limited cases, they threw Molotov Coctail along the border fence. Some of the protestors also attempted to cross the border fence, particularly in eastern al-Buraij refugee camp.

However, there was no threat posed on the lives of Israeli soldiers stationed behind barracks and sand berms, 70 meters along the border fence.

The Israeli shooting, which continued until 19:00, resulted in the killing of  7 civilians, including a child. Four of them were killed in eastern al-Buraij refugee camp, 2 were killed in eastern Gaza City and on in eastern Rafah.

The persons killed were identified as:

  1. Ahmed Ibrahim Zaki al-Taweel (23), from Deir al-Balah, was hit with a live bulllet to the chest ineastern al-Buraij refugee camp.
  1. Mohammed Abdul Hafith Yusuf Isam’il (29), from Deir al-Balah, was hit with a live bullet to the chest in eastern al-Buraij refugee camp.
  2. Ahmed Ahmed Abullah Abu Na’im (17), from al-Nuseirat refugee camp, was hit with a live bullet to the chest and incised wound to the left arm in eastern al-Buraij refugee camp.
  3. Abdullah Barham Suleiman al-Daghmah (25), from ‘Abasan al-Jadidah in Khan Younis, was hit with a live bullet that peneterated the right side of the abdomen and exited the left side in eastern al-Buraji refugeec amp.
  4. Tamer Iyad Mahmoud Abu ‘Armanah (21) from Rafah, was hit with a live bullet to the head in eastern Rafah.
  5. ‘Afifi Mahmoud ‘Ata al-‘Afifi (18), from Gaza City, was hit with a live bullet to the abdomen in eastern al-Sheja’eiyah neighborhood.
  6. Mohammed ‘Essam Mohammed ‘Abbas (20), from Sheikh Redwan neighborhood was hit with a live bullet to the head and succumbed to his wounds he sustained in the evening in eastern al-Sheja’eiyah neighborhood.

Moreover, 224 civilians, including 42 children, 3 women, 3 journalists and a paramedic, were hit with live bullets and direct tear gas canisters. Sixteen of theose wounded sustained serious wounds in addition dozens suffering tear gas inhalation and seizures after tear gas canisters were heavily fired by the Israeli soldiers from the military jeeps and riffles in the eastern Gaza Strip.

PCHR hereby condemns the crimes committed by the Israeli forces, believing it is as a result of Israel’s enjoying impunity thanks to the U.S. and so encouraging the Israeli forces to commit further crimes upon an official decision by the highest military and political echelons.

PCHR emphasizes that continuously inflicting casualties, either killed or wounded, is unjustified, and using lethal force to target and kill civilians, who exercise their right to peaceful assembly or while carrying out their humanitarian duty, is a serious violation of the rules of international law, international humanitarian law, the ICC Rome Statute and Fourth Geneva Convention. Thus, PCHR calls upon the ICC Prosecutor to open an official investigation in these crimes and to prosecute and hold accountable all those applying or involved in issuing orders within the Israeli Forces at the security and political echelons.

PCHR also reiterates its call upon the High Contracting Parties to the 1949 Fourth Geneva Convention to fulfill their obligations under Article 1; i.e., to respect and ensure respect for the Convention in all circumstances and their obligations under Article 146 to prosecute persons alleged to commit grave breaches of the Fourth Geneva Convention.

PCHR calls upon Switzerland, in its capacity as the Depository State for the Convention, to demand the High Contracting Parties to convene a meeting and ensure Israel’s respect for this Convention, noting that these grave breaches constitute war crimes under Article 147 of the same Convention and Protocol (I) Additional to the Geneva Conventions regarding the guarantee of Palestinian civilians’ right to protection in the occupied territories.

Thousands of Chronically Ill Gazans Deprived of Medicine

Thousands of patients with chronic diseases, in the Gaza Strip, suffer from a shortage of medicines which are supposed to be distributed to them every month in primary health centers throughout the Gaza Strip.

According to a report by the Palestinian Center for Health Information in the Ministry, the total number of diabetics and sufferers of hypertension, in Gaza, numbers 350 thousand patients. These people attend primary care clinics, at the rate of a monthly visit to each of them, to follow up, upon which they are supposed to receive treatment if available.

The report showed an increase in the prevalence of chronic diseases in the Gaza Strip, from 35% to 46% between 2016 to 2017, in addition to an increase in the rate of diabetes, from 31% to 32% between the years (2016 – 2017).

The supply of medicinal drugs that are supposed to be available, in the ministry clinics, amounts to 145 categories. Currently, there are only 45 categories. The deficit is 70%, while 16 categories are expected to be completed within the next three months.

The patients cannot find alternative treatment, most of the time, according to Al Ray, and the threat of facing more serious complications is on the rise.

Israeli Soldiers Invade UNRWA Clinic In Jerusalem After Announcing Takeover

Israeli soldiers and employees of the Israeli Health Ministry invaded, Monday, a clinic run by the United Nations Relief and Works Agency (UNRWA) in the Sahera Gate area, in the Old City of occupied East Jerusalem.

Eyewitnesses said the soldiers and health department employees invaded the clinic, and attempted to break into its pharmacy, allegedly to document the available medicines, their descriptions and usage in addition to the place of manufacturing.

The invasion into the UNRWA clinic came just days after the Jerusalem City Council said it intends to shut down all UNRWA-run facilities in occupied Jerusalem.

Jerusalem Mayor Nir Barkat announced that the Agency’s operations in Jerusalem would be shut down, although many Palestinians depend on UNRWA for medical, educational and food services.

In response, UNRWA representatives said that the Israeli shutdown of the Agency’s operations is likely a violation of the agreements made between the Israeli  government and the United Nations.

In addition, they questioned Barkat’s motives in making this move, which comes just two months before he is scheduled to leave office. Barkat has also repeatedly expressed anti-Palestinian sentiments, and has taken a number of measures to discriminate against the Palestinian residents of Jerusalem and to force their removal.

A report in the Israeli daily Ha’aretz noted that when Barkat made his announcement that he will shut down UNRWA in Jerusalem, he “didn’t give an interview next to UNRWA’s main Jerusalem activity center, in the Shuafat refugee camp. The camp, located on the opposite side of a separation barrier, is barely recognized by the city as a neighborhood and the city hardly provides it with any services. It’s UNRWA that steps in to provide the camp with education, health and welfare services.”

The Jerusalem City Council said it plans to shut down the UNRWA clinic in Shu’fat refugee camp, and in the Old City of occupied Jerusalem, under the allegation that the UN-run clinics were not licensed by the Health Ministry, and the patients “can receive services from Kupat Holim health maintenance organization.

The Mayor claims that the  1,800 Palestinian students which attend UNRWA schools in Jerusalem would be “absorbed into existing schools”. But Israeli government schools are highly segregated, and those that are designated for Palestinians in Jerusalem are extremely overcrowded and underfunded already.

The city government of Jerusalem made no indication as to how they would carry out this plan – and Palestinian residents fear that there is no plan, and they will be shut out of schools and medical care altogether.

In addition, UNRWA provides trash service and cleanup for the refugee camp. With the Israeli government takeover, residents fear a backlog of garbage along with excessive fees being imposed on Jerusalem’s poorest residents.

The mayor’s statement claims that UNRWA is “an illegal organization operating to advance terrorism and incitement”. But there is no evidence presented to back this bizarre claim.

There is already a major shortage of classrooms, early childcare centers, medical clinics, maternity clinics, welfare and sanitation services in the Palestinian areas of Jerusalem.

UNRWA has, until now, been able to provide some of the needed services for Palestinian refugees who live within the city of Jerusalem. With the shutdown of UNRWA, the refugees expect that they will simply end up being more neglected and unable to access medical care, education or sanitation.

Attorney Nazreen Elayan told the Israeli paper Ha’aretz, “Instead of establishing infrastructure where needed, Barkat wants to take over existing infrastructure. We are fighting for years with the city to open more mother-child centers in East Jerusalem and it hasn’t done so. So now they’re going to take over the good clinics run by UNRWA”.

In it’s statement in support of Mayor Barkat, the city council of Jerusalem stated, “Barkat’s decision aims to blow up the lie of the ‘Palestinian refugee problem,’ which is part of the Palestinian Authority’s propaganda under UN sponsorship and encouragement, which aims to destroy Israel by eternalizing refugee status and the perpetual call for the ‘right of return’ to Israel,.”

Chris Gunness, a spokesman for UNRWA, told the paper, “The statement (by Barkat) challenges the independent humanitarian, non-discriminatory actions by UNRWA and doesn’t reflect the traditionally positive dialogue between UNRWA and Israel.”

And attorney Danny Seidman told reporters, “How can the mayor of Jerusalem declare war on a recognized international establishment that does no damage and is helpful? It’s all about theater, pure McCarthyism for the sake of Likud primaries”.

Three Palestinians killed, hundreds injured in clashes with Israeli forces at Gaza border

Three Palestinians have been killed by Israeli fire and hundreds more have sustained injuries at anti-occupation rallies along the border between the besieged Gaza Strip and Israeli-occupied territories.

On Friday evening, the Palestinian protesters threw rocks from behind clouds of black smoke of burning tires at Israeli troops, who responded with tear gas and live fire.

Abu Sama'an, 24, were fatally shot during “The Great March of Return” protests east of Gaza City.

Hussein Fathi al-Raqab, 28, succumbed also to his Israeli-inflicted gunshot wounds at the Nasser Medical Complex. He had been shot and injured during a demonstrators east of the city of Khan Yunis, located about 25 kilometers south of Gaza City.

The statement added that another 376 protesters were also injured. A total of 192 demonstrators were admitted to hospitals and medical centers across Gaza Strip to receive medical treatment.

It further noted that 126 people were struck with live bullets. Seven wounded protesters are said to be in a critical condition in hospital.

Qidra went on to say that Israeli military forces directly targeted a Palestinian ambulance with a gas grenade east of Gaza, without causing any casualties.

Journalist Mohammed Hazem al-Masri suffered injuries when a tear gas canister hit him in the head east of Jabalia refugee camp.

Nearly 200 Palestinians have been killed by Israeli forces ever since anti-occupation protest rallies began in the Gaza Strip on March 30. Over 21,600 Palestinians have also sustained injuries.

The Gaza clashes reached their peak on May 14, on the eve of the 70th anniversary of Nakba Day (Day of Catastrophe), which coincided this year with the US embassy relocation from Tel Aviv to occupied East Jerusalem al-Quds.

On June 13, the United Nations General Assembly adopted a resolution, sponsored by Turkey and Algeria, condemning Israel for Palestinian civilian deaths in the Gaza Strip.

The resolution, which had been put forward on behalf of Arab and Muslim countries, garnered a strong majority of 120 votes in the 193-member assembly, with 8 votes against and 45 abstentions.

The resolution called on UN Secretary General Antonio Guterres to make proposals within 60 days “on ways and means for ensuring the safety, protection, and well-being of the Palestinian civilian population under Israeli occupation,” including “recommendations regarding an international protection mechanism.”

It also called for “immediate steps towards ending the closure and the restrictions imposed by Israel on movement and access into and out of the Gaza Strip.” video video

Israeli military strikes makeshift clinic at Gaza border

The Israeli army at nightfall Thursday hit a mobile clinic near Gaza’s border fence with a shell, the Palestinian Health Ministry has reported.

Spokesman for the Gaza-based Palestinian Health Ministry said the Israeli occupation forces dropped a mortar into a makeshift clinic in Khuza’a town, east of Khan Younis province, south of Gaza.

Heavy material damage was reportedly inflicted by the strike.

Since the start of the Great March of Return protests, on March 30, Makeshift clinics have been set up by Palestinians along the Gaza border to tend to civilians, medical staff members, and journalists injured by Israeli soldiers.

The protests have been staged to speak up for Palestinians’ right to return to their motherland—Palestine—from which they have been forcibly deported by the Israeli occupation.

Breast Cancer the Most Widely Spread Form in Palestine

Breast cancer is the most common and widely spread type of cancer in Palestine, said the Palestinian Ministry of Health, in an official statement, Thursday.

MoH said that a total of 503 new cases of breast cancer were documented until the end of 2017, in the West Bank, while 327 new other cases were recorded in the Gaza Strip in 2016.

It said, according to WAFA, that since the beginning of the year, a total of 3,854 women underwent early examination of breast cancer in the centers of the Ministry of Health in the West Bank, of whom 210 cases of suspected breast cancer were ordered to conduct follow-up tests to ensure their safety.

In 2017, MoH said it provided breast cancer screening services to 9,721 cases in the West Bank, of whom 2,772 cases were found to be abnormal and accounted for 28.5% of the examined cases.

Gaza patients risk losing their lives due to acute medicine crisis

The Gaza-based Palestinian Health Ministry has warned that hospitals in the besieged enclave have run out of first-aid medicines, leaving thousands of patients without treatment.

The Ministry’s spokesman Ashraf al-Qidra said in a press statement on Thursday that patients and children at Gaza hospitals are at risk of losing their lives after 70% of first-aid drugs along with medicines for chronic diseases and therapeutic milk have become at zero stock.

A few days earlier, the ministry has expressed deep concerns over serious setbacks to rock the health of thousands of chronically ill patients as a result of a sharp dearth in life-saving drugs.

Blockaded by Israel -- by air, land and sea -- since 2007, the Gaza Strip has been grappling with a tough blockade, leaving thousands of sick civilians and humanitarian cases stranded in the world’s largest “open air prison.”
