Secretary-General of the Palestinian Ministerial Cabinet, Ali Abu Diak, said that the Acting Palestinian Prime Minister Rami al-Hamdallah issued direct orders to the police and security forces to form a special security force responsible for protecting hospitals and medical centers.
Abu Diak stated that the invasion carried out by Israeli Undercover Forces into the al-Ahli Hospital in the southern West Bank city of Hebron which led to their murder of Abdullah Shalalda and abduction of his seriously wounded cousin Azzam Shalalda, is a very serious escalation and a crime added to the long list of Israeli violations.
“This is a war crime, a violation of International Humanitarian Law, and all related international agreements,” he said, “Israel is escalating its war crimes, its crimes against our people, our hospitals and holy sites.”
He said the invasion was carried out by “gangsters of undercover Israeli soldiers, and military units, who also invaded the Specialized Arab Hospital in Nablus last month, and repeatedly invaded the al-Makassed Hospital in Jerusalem. This incident should show the entire world that Israel is ongoing with its crimes and violations.”

Doctors Without Borders (MSF), on Thursday, condemned Israel's undercover arrest raid committed earlier that day at al-Ahli hospital, in the occupied West Bank city of Hebron.
In a statement, the organization urged "the relevant military authorities to respect the special status that [International Humanitarian Law] grants to medical facilities and the wounded and sick."
The organization said that Azzam Ezzat Shalalda, 20, who was shot by an Israeli settler last month, was a patient of MSF and was being treated in their Mental Health Support Program "for victims of political violence."
MSF said, according to Ma'an News Agency, that the way in which Shalalda was detained was "serious" and contrary "to the principles of neutrality and respect of the medical mission. International Humanitarian Law requires the respect of health facilities and forbids any intrusion of the armed forces in these structures," adding that international law "demands that sick and wounded people would be treated without any discrimination in conformity with medical ethics."
During the undercover raid, Shalalda's cousin, Abdullah Azzam Shalalda, 28, was shot and killed while coming out of a bathroom in the hospital ward, unaware of the arrest raid taking place. His other cousin, Bilal, who was in the room with Shalalda was handcuffed during the incident, but not detained.
MSF demanded that the relevant authorities inform and train "members of the armed forces on their obligation to respect medical facilities and personnel, as well as patients... and their caretakers" in order to prevent another incident of this kind.
Shalalda, who was detained during the undercover raid, was still in recovery after undergoing three surgeries at the hospital where he was admitted mid-October.
MFS said the organization is "very concerned about the fate of the patient taken away from the hospital and strongly demands to the Israeli authorities to provide the adequate medical attention and information on his conditions in the shortest delay."v MSF also requested that Israel allow Shalalda to continue his mental health treatment through the organization.

The soldiers first entered Azzam’s hospital room, handcuffed a person who was with him, and as Abdullah came out of the bathroom, they instantly shot him dead, and kidnapped Azzam.
It is worth mentioning that Azzam Shalalda, 20 years of age, was shot nearly a month ago while picking olives with his family in Sa’ir town, after a group of paramilitary Israeli settlers assaulted them, and opened fire on them; he suffered several gunshot injuries in the head and chest.
The Israeli military claimed that Azzam stabbed and moderately wounded an Israeli settler, and managed to escape despite his wounds.
The Israeli army confirmed that its soldiers, Shin Bet security officers and Border Police Officers carried out the deadly invasion into the hospital.
It is worth mentioning that the Israeli army on Thursday morning also surrounded the International Solidarity Movement’s headquarters in Hebron, and started battering the door down, and yelled through windows threatening to arrest everybody if they didn’t leave.
It is worth mentioning that the Israeli army had prevented the solidarity activists from entering the house for a week, and yesterday, Wednesday, was the first day they regained access to the house.
An Al Jazeera news crew was attacked by settlers around the same time on Thursday morning in downtown Hebron. Details about the attack are still forthcoming at the time of this report.

The Palestinian ministry of health said that Turkey would provide the besieged Gaza Strip with a grant of 1.5 million dollars to cover the expenses of fuel used by the government hospitals there.
This came in press remarks made by health minister Jawad Awad following his meeting on Monday with the Turkish consul general in Jerusalem, Mustafa Sarnic, in his office in Ramallah city.
Awad added that the Turkish grant would also be used to cover the urgent medicinal needs of the hospitals.
He asserted that the hospitals would benefit from this Turkish funding as soon as possible in cooperation with the World Health Organization.
The Palestinian official also said that the Turkish side pledged to work on providing further support for the Palestinian health sector as much as it could after receiving a list of vital projects and needs from his ministry.

Two Palestinian youths were injured with rubber bullets while dozens others choked on tear gas during clashes that broke out on Monday in Qalqilia.
Eyewitnesses reported that the clashes broke out as Israeli forces violently stormed the city amid heavy fire of tear gas bombs and rubber-coated bullets.
Two youths suffered rubber bullet injuries while others suffered breathing difficulties after inhaling tear gas, the sources added.
A Palestinian ambulance was also targeted with rubber bullets during the clashes.
Eyewitnesses reported that the clashes broke out as Israeli forces violently stormed the city amid heavy fire of tear gas bombs and rubber-coated bullets.
Two youths suffered rubber bullet injuries while others suffered breathing difficulties after inhaling tear gas, the sources added.

Israeli soldiers invaded, on Monday morning, the al-Makassed Hospital in the at-Tour town, in occupied Jerusalem, and searched admission records, looking for the name of a wounded child. The invasion is the fifth since October 10.
The Wadi Hilweh Information Center in Silwan (Silwanic) said dozens of undercover soldiers, uniformed troops and police officers stormed the hospital, accompanied by several Israeli security agents.
The army surrounded the hospital prior to invading it, and closed all roads leading to it, Silwanic said.
Eyewitnesses stated that the soldiers invaded the hospital's administration office, and started questioning employees, in addition to checking admission records, looking for the name of a wounded child, who is believed to have received treatment there, before the soldiers kidnapped him after his discharge.
The army claims the wounded child was involved in clashes with the soldiers, and that he was shot and injured before he was moved to the al-Makassed for treatment.
The invasion, and serious violation of all international agreements and human rights conventions, is the first this month, and the fifth since October 10.
The first invasion into the medical center took place on October 10th, when the soldiers stormed the hospital and its urgent care units, looking for Palestinians, who were shot and injured by the army, after the soldiers killed a young man, identified as Mohammad Ali, in Bab al-‘Amoud.
During the invasion, the soldiers searched private cars, ambulances, in addition to several branches in the hospital itself.
The second invasion took place on October 27, when the soldiers stormed the administration building and Urgent Care Units, looking for the medical records of 16 years of age child.
The soldiers interrogated nurses and physicians, including the doctor who treated the child, and summoned another doctor for interrogation.
The third invasion took place on October 28, when the soldiers searched rooms, and confiscated a computer that monitors and records the hospital’s surveillance.
The fourth invasion took place on October 29, and was carried out by undercover soldiers and regular units; the army fired dozens of gas bombs, concussion grenades and rubber-coated metal bullets, injuring several workers and patients.

Dr. Ashraf al-Qudra, the health ministry spokesman, said that the 23-year-old youth Salama Mousa was killed by IOF bullets east of Khan Younis in southern Gaza Strip while the number of those injured rose to 38 by the evening hours.
Eyewitnesses said that groups of young men demonstrated against IOF atrocities in eastern Khan Younis and were met with heavy gunfire on the part of the IOF troops. They said that Mousa was hit in his torso while four others were injured with live bullets.

Israeli Yedioth Ahronoth daily newspaper revealed on Thursday that Israeli police intends to investigate the medical staff of the Makassed Hospital east of Occupied Jerusalem for not reporting on the names of the wounded Palestinians.
Israeli police broke into the hospital, in flagrant violation of the international law, several times under the claim of collecting evidence against suspects for the involvement in acts of violence.
Last week, Israeli policemen interrogated some of the staff of Makassed Hospital and confiscated some documents whereas Internal Security Minister Gilad Ardenne supported the police’s violation against the hospital.

In a new violation against medical institutions, the occupation forces raided “Baladna” medical center in the village of Esawyeh.
Mohammad Abu Hummos, member of follow-up committee in the village of Esawyeh, explained that Special Forces personnel raided Baladna medical center looking for files of people injured during clashes in the village; they checked the patients’ files.
Abu Hummos added that the director of the medical center, Mahmoud Shami, confirmed to the occupation forces that the medical staff provides medical services to injured people without taking their personal information. They handed him a call for interrogation; he pointed out that the forces had an order from the Israeli court to raid the center.
Abu Hummos denounced the Israeli violation against medical institutions in Jerusalem and considered it a dangerous escalation and a new violation against patients and doctors.
He said: “Israeli is targeting anything that is Palestinian inside Jerusalem and does not exclude medical of educational institutions. Today they raided a medical center and messed with the patients’ files and violated their privacy. They also violated the right of doctors creating a state of fear among the patients inside the center.
Abu Hummos appealed for the international institutions and “Doctor without borders” organization to stop the Israeli unprecedented attack against Jerusalemites especially in the village of Esawyeh under the pretext of “safety and security”.
He also pointed out that the forces arrested Amir Khaldoun Mustafa after they exited the medical center and randomly fired tear gas canisters and rubber bullets in the area.

Israeli soldiers shot and killed, on Wednesday, a young Palestinian man, near Halhoul town, north of the southern West Bank city of Hebron, allegedly after he rammed two soldiers with his car, seriously wounding one.
The army claims the Palestinian driver, Ibrahim Samir Ibrahim Skafi, 23 years of age, deliberately targeted the soldiers, before the soldiers shot him dead.
Eyewitnesses said the soldiers shot Skafi, from Hebron city, with at least four live rounds, although he was already injured behind the driver’s seat.
Several Israeli ambulances rushed to the scene to provide medical aid to the wounded soldiers, while the army prevented a Red Crescent Palestinian ambulance from approaching the scene.
Following the incident, soldiers closed the area, and sealed the Gush Etzion junction to all Palestinian traffic.
Clashes later took place between the soldiers and scores of local youths.

The conduct by the Israeli occupation forces during several raids on al-Makassid hospital this past week is unacceptable and must not be repeated, he added.

On October 29 the occupation patrols discharged heavy barrages of tear gas canisters inside the hospital halls, where medics were peacefully rallying in protest at earlier raids.
The raids at al-Makassid last month interrupted the treatment of patients. The medical staff were prevented from doing their work and their sense of security and safety was seriously jeopardized.
Meanwhile, the Israeli occupation troops afternoon Tuesday stormed the Baladna medical complex in al-Issawiya village, in Occupied Jerusalem.
Medical and human rights groups say the raids are part of a pattern of Israeli obstruction of medical care in the occupied city.
Activist Mohamed Abu al-Hums said the raid was launched under the pretext of searching medical records of Palestinians shot and injured in anti-occupation clashes.
The activist slammed the raid, branding it a serious escalation and a new violation of patients’ and medics’ rights.
He said the occupation troops further kidnapped the youngster Ameer Mustafa before they backtracked.

The activist slammed the raid, branding it a serious escalation and a new violation of patients’ and medics’ rights.
He said the occupation troops further kidnapped the youngster Ameer Mustafa before they backtracked.
Over the last month, the Israeli occupation forces have seriously hindered medical care for Palestinians by blocking ambulances at checkpoints, harassing medics and violating patient privacy.

Dozens of Palestinian doctors and patients participated on Tuesday in a solidarity sit-in with children with kidney failure outside Rantisi Hospital for children.
The participants warned that the dialysis service provided for nearly 30 children with kidney failure in the hospital might stop by the end of this week, due to an acute shortage of spare filters and blood transfusion tubes.
Dr. Mustafa al-Aqila stated that halting the service will deprive 28 children of dialysis sessions, which means that they will enter into the real risk stage of the disease.
He pointed out that Hamdallah’s government did not provide the hospital with the dialysis supplies since being in office one year and a half ago.
"We have warned of the consequences of reaching such a critical stage,” he said, adding that they had launched urgent appeals for the provision of enough quantities of dialysis supplies and medicines for patients with renal failure, especially the children, whose weak bodies no longer bear delaying the hemodialysis sessions or the non-provision of dialysis treatment on a specified schedule.

Palestinian Ministry of Health in Gaza Strip warned of the stoppage of dialysis services for children due to running out of filters and blood transfusion lines by the end of the week.
The spokesman of the ministry Ashraf al-Qudra warned, in a statement posted on his Facebook page, of the danger of running out of filters and blood transfer tools. He pointed out that the percent of shortage in medications has reached 30% and the shortage in medical consumables reached 40% in coincidence with the increase of the injured numbers due to Israeli aggressive practices.
In a previous occasion, Qudra demanded the Ministry of Health in Ramallah to increase quantities of medications in Gaza’s hospitals which are suffering serious shortages in light of Israeli escalated offensive practices.

Israeli forces shot and killed a young Palestinian man in the village of Beit Einoun east of Hebron after an alleged stabbing attempt, Palestinian and Israeli sources said. Also Sunday evening, in Sa'ir town, north of Hebron, three Palestinians were shot with live rounds by Israeli forces and wounded, and taken to Beit Jala government hospital in Bethlehem.

A paramedic from the Red Crescent said Israeli forces would not allow their medics to examine the young man.
"Israeli soldiers forced us at gunpoint to leave the area," the paramedic said. "From the amount of bleeding, the young man must have been shot several times."
A Palestinian witness said that he saw Israeli troops firing several rounds at a "young man" who was "far" from the main street. The witness said the young man fell to the ground before Israeli soldiers surrounded him.
Israeli soldiers covered the body with black plastic before taking the body away in a military ambulance to an unknown destination, witnesses said.
Witnesses added that Israeli forces also assaulted journalists who tried to come close to scene, forcing them to leave the area.
Also on Sunday at dawn, Israeli soldiers invaded Beit Ummar town, north of Hebron, and kidnapped four Palestinians, including two teenagers, during extensive searches of homes and property. The kidnapped have been identified as Yahya Ahmad Sabarna, 25, Ibrahim Khalil Abu Dayya, 25, Malek Bassam at-Teet, 16, and Soheib Khaled Sabarna, 17. All of them are former political prisoners.
The death of Fadi brings the total number of Palestinians killed by Israeli forces since the start of last month to 72.

On Friday, Qassem Mahmoud Sabaneh was shot dead after an alleged attack on an Israeli border policeman in Nablus, and Ahmad Hamada Qneibi, 23, died from his injuries hours after he was left bleeding on the ground, after allegedly attacking and injuring an Israeli in occupied East Jerusalem (though eyewitnesses have said he did not attack anyone).
An eight-month-old Palestinian baby also died Friday after inhaling tear gas when clashes broke out in Beit Fajjar village south of Bethlehem.
International leaders have pointed to the decades-long Israeli military occupation as the root cause of the violence, with US Secretary of State John Kerry earlier this week referring to the current situation as "unsustainable."

However, eyewitnesses on the scene said that the 27-year-old Hassan Farroukh was gunned down while standing in vineyards at the bypass road 60 near the entrance of Sair village.
They said that the youth never came near to the soldiers who opened heavy fire at him then left him on the ground bleeding. He did not attempt any stabbing attack, they asserted.
The eyewitnesses said that the soldiers blocked paramedics from approaching Farroukh and stripped him then put him in a black sack and took him away in an Israeli ambulance.
The murder of Farroukh brings the number of Palestinian victims of Israeli shoot-to-kill policy to 73 since the start of October.

Israeli troops invaded the village of at-Tour, in East Jerusalem, on Sunday, ransacking at least seven homes and abducting five Palestinians. Witnesses explained to the Wadi Hilweh Information Center that Israeli forces deployed in the streets of the village and closed some roads. They were stationed on the main entrances and then raided the area of “Qa’ Al-Hara” and started searching houses and assaulting children; terrifying local residents.
On Sunday evening, the Israeli police released two Palestinian children, who were kidnapped earlier in front of their homes in Shu’fat, while the soldiers kidnapped a child in at-Tour town. The two children from Shu’fat were identified as Yousef Hasan Abu Khdeir, 7 and Omar Mohammad Abu Khdeir, the Wadi Hilweh Information Center in Silwan (Silwanic) has reported.

Among those abducted was a child, identified as Yousef Omar Abu al-Hawa, who was taken during clashes that took place in at-Tour, after the soldiers invaded it. The army fired concussion grenades, gas bombs and rounds of live ammunition.
The Silwan Information center reported that the forces raided more than 7 houses for Abulhawa and Al-Sayyad families; some of the houses were empty of residents. The forces searched and caused damage inside the houses and also used police dogs during the search process.
Amjad Abu Asab, head of the Jerusalemites detainees and prisoners families committee, explained that the forces arrested Mahdi Abulhawa and his brother Hashem, Ahmad Sider, 60-year old Khalil Abulhawa and his son Omar.
Witnesses added that the forces assaulted and beat several young men in the area of “Qa’ Al-Hara”. They claimed that the raid and search operation came under the pretext of someone allegedly throwing an explosive device towards them. No soldiers were wounded and no damage was reported from the alleged 'device'. Israeli troops presented no evidence to support this claim.
